DepED institutionalized the WinS Program through DepED Order No. 10, s. 2016, which sets policy objectives and standards to promote safe water, sanitation and hygiene practices and a clean learning environment for learners. The policy adopted the Three Star Approach (TSA) to WASH in Schools and its concept of progressive, stepwise improvements toward national WinS standards as the national strategy to help schools progressively improve WASH conditions. Over time, DepED and partners have also strengthened implementation through decentralized, school-led approaches and technical coordination mechanisms.
Under the overall guidance and direction of the Chief of Child Rights Advocacy, the Advocacy Specialist will be responsible for supporting the National Committees in the design, implementation and monitoring of foundational advocacy and platform initiatives. The position will:1. Support foundational advocacy by National Committees, specifically CRE and child and youth participation;2. Provide support to National Committees on Platform Initiatives, either directly or through supervising dedicated consultancies when available;3. Identify and pursue opportunities for synergies among foundational advocacy and platform initiatives.
UNICEF supported the state governments to develop Sustainability Compacts and Action plans in response to the 2021 Sector-wide Sustainability Check (SWSC) findings. Building on these foundations, a systems strengthening consultant is required to support the federal and state governments to advance on the knowledge management and evidence generation, WASH service sustainability and the HOSI.
The consultant will support the timely preparation, quality assurance and finalization of key partnership products, including an estimated 17 donor reports due by the end of December 2026, two annual reviews, donor engagement materials, funding proposals or concept notes, and related briefing and communication products for engagement with public and private sector partners, embassies and capital-level counterparts.
