| The Social Assistance Family Package (SAFP) is designed to uplift poor and vulnerable households by enhancing human capital and building long-term resilience. Administered by the National Social Assistance Fund (NSAF) in coordination with key ministries and sub-national administrations, the SAFP consolidates multiple targeted cash transfer schemes—including support for pregnant women, young children, the elderly, persons with disabilities, school children, and individuals living with HIV/AIDS. Following its official launch in April 2024.
The National Consultant will support GS-NSPC, NSAF and relevant government stakeholders to review and update the draft operational manual, referral pathways, implementation procedures, and related tools based on technical consultations and stakeholder feedback. The consultant will facilitate consultations with key ministries, sub-national administrations, service providers, and development partners to ensure that the pilot design and operational arrangements are practical and coordinated which will contribute to the outcome of the programme, and align with the objectives of Cambodia’s National Social Protection Policy Framework (2024–2035) |

| Cambodia has made significant strides in improving health outcomes and expanding access to healthcare. However, challenges such as high out-of-pocket expenditures, limited population coverage, and disparities in service access persist. In response, the Royal Government of Cambodia adopted the UHC Roadmap 2024–2035, committing to achieving Universal Health Coverage (UHC) by 2035.
The purpose of this consultancy is to develop a standard social health protection benefit package and an accompanying costing model that enables scenario-based planning for UHC implementation in Cambodia. The consultancy will support the government with the following two main objectives:
• Develop a standard social health protection benefit package that harmonizes and builds upon existing schemes, such as the National Social Security Fund (NSSF) and the Health Equity Fund (HEF), including the design of provider payment mechanisms and distinction between basic and extended benefit packages
• Develop a costing model for the standard social health protection benefit package, including models for payment rates with and without medicines, to inform resource allocation and financing planning for UHC implementation. |

| The main purpose of this consultancy is to propose improvement in the design and implementation of the performance informed budgeting and also development of the cost efficiency review framework in line with the final phase of Public Financial Management Reform Programme 2023-2027 (PFMRP Phase 4) and national budget system reform strategy 2025-2028.
This assignment focuses primarily on the national-level budget, covering central ministries and their corresponding provincial line departments. The consultancy will involve a desk review of key budget and planning documents, including, but not limited to, the PIB Guideline, Annual Performance Plans, Performance Agreements, Budget Strategic Plans, Programme-Based Budgeting documents, the Monitoring and Evaluation Framework of the Pentagonal Strategy Phase 1 (PS1), and the National Strategic Development Plan (NSDP).
The review and assessment will concentrate on selected line ministries, to be identified by the Ministry of Economy and Finance, and is expected to include approximately five to ten ministries. |

| The Government of the Democratic Republic of the Congo has declared an outbreak of Ebola Virus Disease affecting Ituri and other affected or at-risk provinces. National authorities, with the support of humanitarian partners, have activated emergency coordination and response mechanisms to contain transmission and protect affected communities.
The outbreak is unfolding in a complex humanitarian environment marked by insecurity, population displacement, high mobility, constrained access to essential services and weak water, sanitation, hygiene and infection prevention and control systems. These conditions heighten the risk of transmission in health facilities and communities and require rapid, well-coordinated and technically rigorous WASH/IPC action.
