How can you make a difference? 

UNICEF is seeking a national consultant for 90 working days over a period of four months, with expertise in Cold Chain Vaccine Logistic Management (CCVLM), including excellent understanding of the immunization supply chain system in the Cambodia’s health system at national and sub-national levels. The consultant will be based mainly in the Ministry of Health (MOH)/NIP office with field visits as required.

The assignment's overall purpose is to provide technical and overall support to the National Immunization Programme (NIP) in strengthening cold chain and vaccine logistics systems to ensure the safe, timely, and quality-assured delivery of Oral Polio Vaccine (OPV) during an upcoming supplementary immunization activity (SIA).  This includes:

The deliverables should be able to assist the NIP with the following:

  1. Support Vaccine Distribution, Waste Management, and Cold Chain Monitoring for the OPV campaign
  2. Improving CCE Inventory Management and CCE Planning
  3. Strengthening Temperature Monitoring Systems and Capacity
  4. Implement a robust CCE maintenance and repair program with documented procedures, assigned responsibilities, and monitoring.

The consultant is expected to spend substantial time at NIP and UNICEF offices, as well as in the field, to provide hands-on support and supervision.

To qualify as an advocate for every child you will have… 

Minimum Qualifications required:

  • Bachelor’s degree in supply chain management, engineering, public health, medical/health related sciences, or any other related field.
  • At least two years experiences in supporting/managing supply chain systems in Cambodia.
  • Demonstrated knowledge about Cambodia’s health system.
  • Ability to work independently and within set timeframes.
  • Strong communication and writing skills essential.
  • Previous experience working with or supporting MOH on health/immunization supply chain and cold chain management projects is an asset.
  • Training or experience in partnership management is an asset.
  • Experience working with UNICEF or other development organization is an asset.
  • Good knowledge of network infrastructures, databases, cloud technologies, systems integration, and other technologies
  • Expertise in building the capacity of agents in the use of a logistics information management system
  • Strong analytical skills, preferably on immunization supply chain data
  • Skills in supply forecasting, distribution planning, particularly in health commodities.
  • Knowledge of RTMDs and the interpretation of temperature data. 
  • Fluent in the local language Khmer, oral and written

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
