| The Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office will be managing several L3 evaluations during the second half of 2025 and 2026. These include evaluations of UNICEF’s L3 (Level 3) response in Syria and the evaluation of UNICEF’s Staying and Delivering in Humanitarian Action. Aligned with EO’s vision to deliver more cost-efficient evaluations and ensure rapid turn-around of evaluation deliverables and in light of the limited capacity within HEEP to complete all the activities included in its work plan, EO is currently seeking a Humanitarian Evaluation Consultant (Senior Level) to facilitate a light-touch evaluation of the UNICEF’s L3 response in Syria and support the evaluation of UNICEF’s Staying and Delivering in Humanitarian Action. Under the supervision of the EO’s Senior Evaluation Specialist (Humanitarian), the consultant will provide technical support to the conduct of the L3 Syria response evaluation and help strengthen the overall quality and utility of humanitarian evaluations across UNICEF. |

Aligned with EO’s vision to deliver high quality, utilization-focused and more cost-efficient evaluations as well as to ensure rapid turn-around of evaluation deliverables able to inform humanitarian programming in a timely manner; in light of the limited internal capacity within HEEP to complete all the activities included in its work plan; and given UNICEF’s strong localization commitments and its prioritization of local expertise and knowledge as well as of supporting national evaluation capacity and national ownership, EO is currently seeking two Humanitarian Evaluation Consultant to support one of the portfolio’s most high-profile activities of the year: the L3 Lebanon evaluation. Under the guidance of the EO’s Senior Evaluation Specialist (Humanitarian) and the direct supervision of the L3 Lebanon Team Lead and Co-Lead, the consultant will provide technical support to the L3 Lebanon evaluation and help strengthen the overall quality and utility of the final deliverables. The hired consultant will be responsible for helping to support implementation of the Green Rising initiative, including the Green Rising Investment Facility, by making inputs into the global Green Rising strategy – through strategy advice and facilitation expertise - and by providing tailored advice on Green Rising programming to implementing UNICEF country offices, including bringing new offices onboard to the initiative. Linked to this work, s/he will contribute to drafting fundraising proposals and marketing communications and will support key events and fora such as skill-shares, webinars, community calls and design workshops using facilitation techniques guided by human-centred design. | UNICEF is globally mandated to promote the implementation of the Convention on the Rights of the Child.
The UNICEF Strategic Plan 2026-2029 recognizes the critical role of localization and local governance, through local governments and actors, as accelerators for the realization of children’s rights.
Engaging with local governments and other local stakeholders supports and finances critical transformations in system-building and enhances local capacities. This contributes to improved outcomes for children and their families, ensuring their needs are prioritized and protected, especially those of the most marginalized. As a result, UNICEF has been engaging with local governments and actors for many years, across different entry points, including through UNICEF National Committees in high-income countries. Twenty-one National Committees reported working on different elements of local governance programming, aiming to further enhance results for children at the subnational and local level. The Child Friendly Cities Initiative (CFCI) is one of the engagement platforms through which National Committees partner with local governments in many countries.
Since 2021, a new CFCI guidance document, developed and issued by PG Social Policy and Social Protection at HQ has been implemented in UNICEF National Committees. In parallel, reflection on the implementation by National Committees of a local governance approach beyond the CFCI methodology has been launched to ensure a strategic and tailored approach towards local governments, aligned with their national advocacy strategy. With the transition of the PG Social Policy and Social Protection Team at HQ to the newly established Center of Excellence, additional support will be required for the CFCI. This support is essential to ensure continuity of supervision and quality assurance of strategic activities implemented by the National Committees. It also enhances the coherence of activities implemented by Country Offices. |
