The purpose of this consultancy is to synthesize the different strands of the ongoing research and evidence inputs into a coherent, analytically sound, and policy-relevant narrative in the form of an ESA. We are seeking a consultant to serve as both technical reviewer and writer. The role will focus on refining and connecting existing content, enhancing the analytical narrative, and ensuring internal consistency with ESA guidelines.
Bangladesh is now preparing to apply for the Global Partnership for Education (GPE) System Transformation Grant (STG)—an allocation of up to USD 48.85 million—to support the identified priority reform. GoB, through the Ministry of Primary and Mass Education (MoPME), as Chair of the ELCG recently endorsed UNICEF and UNESCO’s joint Expression of Interest (EoI) to become joint Grant Agents (GA) for the GPE’s STG.
The consultant will support the Bangladesh Country Office in developing a theoretical framework for the CCRI-DRM model, facilitating the identification of indicator data sets and the construction of the CCRI_DRM index indicators and model in collaboration with government line ministries, and the preparation of tools, procedures, and documentations for the development of the CCRI-DRM. Once risk is understood and informed by data, high level sectoral briefs shall be prepared to inform sector priorities for the mainstreaming of climate resilience and mitigation/adaptation investments in Bangladesh.
