This assignment aims to support the UNICEF Tamil Nadu State Office and the Government of Tamil Nadu in catalyzing innovation policies and initiatives that prioritize children’s rights and well-being. By framing Tamil Nadu’s transformation as a primary global pilot, the consultancy serves as a strategic laboratory to update UNICEF Innovation’s COMPASS public sector innovation module, creating a standardized global blueprint for how UNICEF offices engage with governments.
