Under the guidance of the Senior Programme Manager (Outbreak Response), you will provide overall coordination support to regional (ROs) and country offices (COs) on Polio outbreak responses (encompassing planning, preparedness, response, and monitoring) in affected countries, working in close collaboration with Global Polio Eradication Initiative (GPEI) partners and RO/CO/HQ colleagues.
Responsibilities for this role include supporting the development of work plans, budgets and reports, and effectively and efficiently developing, monitoring and reporting on outbreak grant-specific budgets in line with program, UNICEF and donor requirements. The Programme Budget Specialist also provides key support to the RORG/IMST in outbreak budgetary monitoring, guidance to the ROs/COs on compliance with donor and internal UNICEF rules and regulations and other key functions as required. The incumbent will be deployed to polio outbreak countries as needed, to support monitoring polio resources, analyze reasons for under/over implementation and flag any issues encountered as per agreed workplan in line with Global Polio Eradication Initiative (GPEI) outbreak response Standard Operating Procedures (SOPs). The incumbent should also oversee the reporting of monitoring indicators to senior management groups, in particular ensuring that the SC have the necessary data to have informed discussions about the outbreak response strategy and budget.
Under the close supervision and guidance of the Senior Programme Manager (Outbreak Response), you will support the Polio Outbreak Response Work Stream in Nairobi, Kenya, by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement, and monitor the team activities, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations. The Chief Health reports to the Deputy Representative, Programmes for general guidance and direction. The Chief is responsible for managing and leading all stages of health programmes (e.g., gender, maternal, neonatal, adolescent, Child Immunization, child survival, HIV, and emergency preparedness) from strategic planning and formulation to delivery of results. S/he leads and manages the health team including establishing plans of action to achieve concrete and sustainable results according to plans, allocation, results-based management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework, and does so in consultation with the Regional Health Adviser.
