UNICEF in China promotes policies and laws that better deliver on children's rights. We have about 100 staff members working with the Government of China and other partners to ensure that the benefits of the country's development reach the most impoverished children. And we share what we learn with others.

The Child Protection Section works to support key ministerial partners to build a comprehensive integrated child protection system with the aim of preventing and responding to all forms of violence against children. The child protection programme of UNICEF China has been developed based on that commitment and focuses on enhancing integrated child protection services covering all children; building a skilled and knowledgeable child protection and allied workforce; increasing family, school and community awareness to promote positive behaviours and norms and provide early protection; and strengthening an enabling legal and policy framework and child protection mechanism, programmes and facilities. The programme includes prevention and response to violence and exploitation, both off-line and online and encompasses working with information and communications technology authorities and companies. How can you make a difference?

  • We are seeking a talented professional to manage our programme on legal and policy reform, child justice, child online protection and behaviour change and to ensure that our programme and financial goals are achieved efficiently and effectively.  Specifically, you will:
  • Lead and manage a small team of dedicated professionals.
  • Formulate, design, plan, implement, and manage child protection programmes related to legal and policy reform, child justice, child online protection and behaviour change, manage the programme budget and ensure the achievement of concrete and sustainable results.
  • Provide high level technical support to the child protection programme, its partners and stakeholders.
  • Monitor and evaluate programmes to support partners in effective, efficient and sustainable implementation and funding utilization.
  • Establish, strengthen and maintain a network of key stakeholders and maintain effective relationships and partnerships.
  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.
  • Keep abreast, research, benchmark, and implement best practices in child protection management and information systems. Assess, institutionalize and share best practices and knowledge learned.
  • Support communication and advocacy activities.
  • Support fundraising for child protection programmes.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in law, development studies, psychology, social work, child rights, or other social science field. A first University Degree in the relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least 5 to 8 years of progressively responsible professional work experience in programme planning, development, implementation, monitoring, reporting and evaluation in the area of child protection.
  • Experience in child online protection is a requirement.
  • Experience in working on policy advocacy and legal reform is considered a strong asset.
  • Strong interpersonal, networking and organizational skills to promote project implementation as well as strong skills in building, strengthening and maintaining partnerships.
  • Strong oral and written communication and presentation skills.
  • Ability to take initiatives and work independently.
  • Fluency in English and Chinese is required.  Knowledge of another official UN language is considered as an asset.
