UNICEF in China promotes policies and laws that better deliver on children's rights. We have about 100 staff members working with the Government of China and other partners to ensure that the benefits of the country's development reach the most impoverished children. And we share what we learn with others.
The Education Section works with the Government of China and our partners, communities and parents, to provide the country’s most disadvantaged children with learning opportunities that will change their lives. We help to strengthen China’s education system, so that it addresses the needs of the most excluded and vulnerable children, including those with disabilities, ethnic minorities, and rural and urban poor, while ensuring that girls and boys have the same opportunities. We also promote nurturing environments that ensure that children develop into well-rounded individuals, by meeting their physical, cognitive, creative and social and emotional needs.
The 2015-2025 education program also embraces key strategic shifts and will have a renewed focus on upstream engagement and policy work. It will strategically focus on evidence generation and research, policy analysis, advocacy for children’s rights and adaptation of international evidence to China’s context. There will also be a shift from child-friendly schools to child-friendly education systems, scaling-up of adolescent programs, particularly integrating life skills into the secondary technical and vocation education & training (TVET) reform process and expanding alternative learning pathways for out-of-school adolescents.

How can you make a difference?
Under the overall guidance of the Chief of Education and direct supervision of the Education specialist, the Education Officer will take the following tasks and responsibilities -
- Management and advisory support to the Chief and Education Specialist
- Programme development and planning
- Programme management, monitoring and quality control of results
- Advisory services and technical support to partners
- Advocacy, networking and partnership building
- Innovation, knowledge management and capacity building
To be specific, the main responsibilities include
- Conduct situation analysis and policy briefing for designated education technical areas, contribute to UNICEF’s strategic direction, advocacy, intervention and development efforts on education and skills programing in China.
- Provide education related technical inputs and support development of interventions in partnership with Ministry of Education (MoE), think tanks and implementation partners
- Support the management and monitoring of the designated programme components to ensure that the programmatic and financial goals of the projects are achieved efficiently and effectively.
- Monitor implementation status on supplies, cash assistance and contracts to ensure proper and timely use of UNICEF supplies and funds.
- Contribute to ensure efficient and effective donor services: Supporting the development of quality and timely donor reports; facilitating donor and high-level visits; providing inputs for donor presentations and discussions; responding to donor inquiries; providing inputs for mid-year and annual reports; preparing presentations on the programme areas.
- Provide technical support for monitoring and evaluation (M&E), documentation (for website updates, in particular), and research activities of the above-mentioned projects.
- Support programme communication, advocacy and reporting by preparing statements, advocacy materials, presentations, and policy briefings.
To qualify as an advocate for every child you will have…
A university degree in one of the following fields is required: Education, development studies, social/public policy, psychology and sociology or related fields.
- Minimum of one-year solid professional work experience in Education development, policy research and analysis, programme management and/or evaluation, with proven record in delivering education outcomes for young people.
- Demonstratable understanding of China’s education landscape, challenges and direction of travel.
- Demonstratable knowledge and hands-on experience in applying key programme planning, management and monitoring tools, such as log-frame, Theory of Change etc.
- Fluency in English and Chinese is required. Knowledge of another official UN language is considered as an asset.
- Familiarity with UN finance nd programme management system is an asset.
