The Office of Internal Audit and Investigations (OIAI) reports to the Executive Director and is responsible for providing internal audit and investigation services to UNICEF, consistent with OIAI’s Charter. OIAI provides UNICEF with independent and objective assurance, investigative and consulting services through internal audits and investigations.
OIAI’s Investigations Section assesses and conducts investigations of allegations of misconduct, such as fraud, corruption, retaliation, workplace harassment, sexual exploitation and abuse, or other violations of UNICEF regulations, rules and administrative instructions, involving UNICEF staff and non–staff personnel. The Investigation Section also assesses and investigates allegations of fraud, corruption, sexual exploitation and abuse, and other types of wrongdoing by third parties, including implementing partners and suppliers.
Within the Investigations Section, New York and Budapest-based Investigations units handle investigations and certain complex assessments. The Strategy, Intake and Analysis unit (SIA) is responsible for overall management of the hotline for reporting allegations and for conducting initial assessments of reports of misconduct and wrongdoing. As part of the assessment, SIA analyzes the information received and collects additional information, as appropriate, to determine whether a full investigation should be initiated or the matter should be closed and/or referred to another office or entity. SIA is also responsible for certain policy and strategic initiatives; quality assurance of investigation and other reports; and internal and external reporting of certain investigations-related data, among other matters.
How can you make a difference?
Under the overall guidance of the Deputy Director of Investigations and the direct supervision of the Chief of SIA, and as part of a dedicated team, the investigations consultant will assist with a variety of intake-related functions, including case initiations and assessments, maintenance of the electronic case management system and case file repository, and periodic and ad hoc reporting for investigations-related data and statistics. The consultant may also be asked to assist the Investigations Section with other tasks, including assisting investigators with certain investigations and complex assessments.
As part of the assessment process, the consultant will gather and analyze relevant documentation and other evidence, communicate with witnesses and relevant offices, and prepare related written outputs. The consultant may also be asked to prepare interview outlines and participate in witness and subject interviews, assist with other policy and reporting-related initiatives and deliver any other agreed output.
To this end, the Investigations Consultant will be responsible, inter alia, for the following activities:
* Assist with the intake and initiation of new matters into the Office’s case management system;
* Prepare, organize and maintain investigation case files;
* Conduct research, analyze and extract relevant data from internal Organizational databases and other internal and external sources, including investigation files and other intelligence sources:
* Maintain statistical records of investigative activities undertaken by the Investigations Section in the case management system and other databases, as relevant;
* Compile and prepare statistical data for reports requested on periodic and ad hoc basis, including through use of web-based reporting and analytics platform;
* Participate in initiatives to enhance systems for investigations-related records management and retrieval;
* Serve as a standby Hotline Duty Officer;
* Assist with the preparation of periodic statistical reports and with responses to related requests for information about case-related statistics and investigation processes and procedures;
* Process, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications;
* Draft responses to requests from other offices within the Organization and from other United Nations system as well as from third parties, including external donors;
* Upon request, conduct initial assessments of reports of misconduct and wrongdoing and prepare related written outputs;
* Perform other duties as required.
To qualify as an advocate for every child you will have…
* A first-level university degree in law, social sciences, public or business administration, information technology, risk management, or another related field.
* Advanced university degree, preferably in law or related field, is an asset.
* A minimum of 2 years of relevant experience related to legal activities, paralegal support, intelligence research and/or criminal or administrative/internal investigations, or related field.
* Familiarity with the administrative law system of the United Nations and the investigations function is an asset.
* Excellent oral and written communication skills.
* Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
* The ability to take ownership and initiative and to work both independently and effectively in a team environment.
Payment Terms: The consultancy fee will be paid per working day on a monthly basis. The consultant is expected to work on a full-time basis. Payment will be made upon submission of an invoice, specifying the number of days worked and completed tasks.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
