The Office of Internal Audit and Investigations (OIAI) reports to the Executive Director and is responsible for providing internal audit and investigation services to UNICEF, consistent with OIAI’s Charter.  OIAI provides UNICEF with independent and objective assurance, investigative and consulting services through internal audits and investigations.
OIAI’s Investigations Section assesses and conducts investigations of allegations of misconduct, such as fraud, corruption, retaliation, workplace harassment, sexual exploitation and abuse, or other violations of UNICEF regulations, rules and administrative instructions, involving UNICEF staff and non–staff personnel.  The Investigation Section also assesses and investigates allegations of fraud, corruption, sexual exploitation and abuse, and other types of wrongdoing by third parties, including implementing partners and suppliers.

Within the Investigations Section, New York and Budapest-based Investigations units handle investigations and certain complex assessments. The Strategy, Intake and Analysis unit (SIA) is responsible for overall management of the hotline for reporting allegations and for conducting initial assessments of reports of misconduct and wrongdoing.  As part of the assessment, SIA analyzes the information received and collects additional information, as appropriate, to determine whether a full investigation should be initiated or the matter should be closed and/or referred to another office or entity. SIA is also responsible for certain policy and strategic initiatives; quality assurance of investigation and other reports; and internal and external reporting of certain investigations-related data, among other matters. 

How can you make a difference? 

Under the overall guidance of the Deputy Director of Investigations and the direct supervision of the Chief of SIA, and as part of a dedicated team, the investigations consultant will assist the intake function with responding to incoming reports of misconduct and wrongdoing, including by assisting with management of the hotline for reporting misconduct and wrongdoing and by conducting initial assessments.   

The consultant may also be asked to assist the Investigations Section with other policy and reporting-related initiatives, and to assist with certain investigations and complex assessments.

To this end, the Investigations Consultant will be responsible, inter alia, for the following activities:

- Assist with the review of incoming reports to determine whether they potentially fall within OIAI’s mandate and whether an initial assessment should be completed, and escalate sensitive matters promptly to the attention of management;

- Contribute to the development of and assist with the implementation of templates, workflows, procedures and policies to ensure that incoming reports are responded to in a timely and appropriate manner;

- Provide guidance to staff and non-staff personnel regarding the assessment and investigation process and direct parties to alternative dispute resolution mechanisms, as appropriate;

- Communicate in a timely and professional manner with complainants/reporters and other potential witnesses, as well as with relevant UNICEF offices and other entities, regarding reports of misconduct and wrongdoing;

- Extract relevant information from UNICEF systems and file and store information in a structured manner;

- Conduct initial assessments of reports of misconduct and wrongdoing and formulate recommendations regarding the appropriate disposition of the case (e.g., conversion to investigation; closure; and/or referral to another office or entity), including by:

*Requesting additional information from internal and external sources as needed so that assessments can be completed;
*Preparing related written outputs, including referral memorandums and notes for the record;
*Conducting interviews, as necessary and appropriate, of complainants and other potential witnesses;

- Assist with other policy, strategy and reporting-related initiatives and deliverables, as needed; and
- Any other task, as required.

To qualify as an advocate for every child you will have… 

* Advanced university degree, preferably in law or related field.
* A minimum of 3 years of relevant experience related to legal activities and/or investigations.
* Prior experience with the intake function and hotline management is desirable.
* Familiarity with the administrative law system and investigations function of the United Nations is an asset.
* Strong organizational, planning and analytical skills and ability to manage competing priorities.
* Strong communication skills and ability to work well with others.
* Excellent written and spoken English is required.  Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset. 
* Good judgment and initiative, and the ability to take ownership and to work both independently and effectively in a team environment.

Payment Terms: The consultancy fee will be paid per working day on a monthly basis.  The consultant is expected to work on a full-time basis.  Payment will be made upon submission of an invoice, specifying the number of days worked and completed tasks.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
