Purpose of Activity/Assignment:
The Finance, Reporting and Asset Management Consultant reports to the Project Manager for guidance and general supervision. He/She Facilitates the preparation of the health reports (Programmatic and Financial) to ensure quality and alignment with donor reporting requirements and provides timeliness with reporting commitments, capturing programme progress of the Global Fund malaria and C19RM projects (under Child Health Output) within the country programme. The consultant provides technical Facilitation to the project management in delivering apt proposal, budgeting, forecasting, and reporting with focus on manual tracking of all transactions from UNICEF, its sub-recipients (including the Ministry of Health) and contractors for reclassification to fit the Global Fund reporting guidelines and any other added financial requirements of the donor requiring increased level of effort from the UNICEF South Sudan Country office. The consultant will provide the technical expertise and capacity to ensure subsequent submissions to the donor are timely and of good quality in line with Global Fund reporting requirements.

The consultant will provide the technical expertise and capacity to ensure subsequent submissions to the donor are timely and of good quality in line with Global Fund reporting requirements.
The main duties and responsibilities include:
1. Facilitate financial planning and management
• Provide Facilitation to the financial planning process for the Global Fund and World Bank project by preparing/analyzing financial data/estimates and documentations verifying relevancy, accuracy and completeness to Facilitate budget planning. Provide financial operations review throughout the financial planning and implementation process including reprogramming/ budget revisions.
• Review budget expenditures according to allotment and codes and verify compliance with guidelines and procedures related to the section Grants and in line with Global Fund guidelines and requirements. Provide guidance to colleagues on during planning and procurement on which WBS is to be used. Keep stakeholders informed of any non-compliance for timely action.
• Prepare accurate Budget Versus Actual (BVA) report for submission to the Global Fund in line with reporting periods.
• Provide technical and operational Facilitation on the application, interpretation and implementation of operational policies, procedures and guidelines to the section while resolving routine financial operational issues and/or recommend (and record) deviation from donor policies and guidelines to meet objectives.
• Provide technical Facilitation to the programme counterparts/committees, e.g. programme reporting, review of budgets and financial plans of implementing partners; monitor compliance with HACT framework, including Assessments, assurance/audits and capacity development of implementing partners.
• Prepare and/or monitor financial exception reports to assess unusual activities and transactions, investigate anomalies, and keep supervisor informed for timely action.
• Review financial and reputational risks in the transactions carried out by the office and raise flags when action is needed by management.
• Facilitate management in addressing Management Actions following review by the Global Fund if any.
• Support financial reporting by generating expenditure listing and completing the needed analysis to align with donor requirements.
2. Control of accounts
• Facilitate processing of and supervise cash receipts and reconcile income contributions to ensure their timely deposit and recording in UNICEF systems.
• Monitor and analyze financial transactions, accounting reports and reconciliation of accounts to ensure accurate and current financial information for applicable compliance (e.g. IPSAS, donor reporting, internal policies) and management oversight, planning and/or action.
• Complete applicable accounts closure activities (monthly, quarterly and yearly) on a timely basis and per closure instructions including Pulse Checks, PU/DR and FCR.
• Examine DCT transactions (transfer, adjustments, reprogramming and liquidation) reviewing documents to ensure FACE form has been properly entered into the system and the expenditure is broadly reasonable and in accordance with policy and donor guidelines.
3. Treasury and cash management
• Maintain a system to monitor and forecast periodic cash requirements. Provide current information on cash position/forecast to management and make recommendations or take action to ensure sufficient availability of resources for programmes and operations activities by preparing and submitting detailed cash forecast and disbursement request to the Global Fund.
• Submit monthly bank statements to the GSSC for reconciliation and take appropriate corrective actions on findings identified by the Center when requested.
4. Asset Management
• Maintain a detailed Fixed Assets Register (FAR) in line with the Global Fund Fixed Assets Management guidelines.
• Organize and facilitate periodic physical verification of programme assets to ensure completeness and accuracy of the asset register.
• Participate and/or organize training and learning events to build capacity of implementing partners on programme assets management.
5. Knowledge and capacity building
• Promote a culture of highest ethical standards and behavior in management of UNICEF’s resources and building capacity of the MOH/NMCP with the same.
• Facilitate initiatives for management improvement by capturing, institutionalizing, and sharing best practices and lessons learned. Recommend improvements in processes and procedures to enhance productivity and performance including implementation of cost saving strategies.
• Participate and/or organize training and learning events to build capacity of staff and stakeholders/implementing partners on Global Fund policies, guidelines and reporting requirements.
6. Others
• Prepare a comprehensive report on the expenditure actualization of the grant, including any identified discrepancies and corrective actions to be taken.
• Amend Sub-Recipients (SRs) program documents that meet Global Fund requirements.
• Plan for the commencement of sub-recipient external audits, including the selection of external auditors and a timeline for the audit process.
Scope of Work:
The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda:
• Prepare/analyze financial data and documentation for budget planning by the 5th working day of each month.
• Review budget expenditures for compliance with guidelines and procedures and report non-compliance to stakeholders by the 10th working day of each month.
• Submit accurate Budget Versus Actual (BVA) reports to the Global Fund within 5 working days after each reporting period.
• Process and reconcile cash receipts within 3 working days of receipt.
• Monitor and analyze financial transactions and accounting reports monthly and submit a summary report to management by the 10th working day of each month.
• Complete monthly accounts closure activities by the 5th working day of the following month.
• Prepare and submit detailed cash forecasts and disbursement requests to the Global Fund by the 5th working day of each month.
• Submit monthly bank statements to the GSSC for reconciliation within 3 working days after receipt.
• Update and maintain the Fixed Assets Register (FAR) monthly.
• Organize and facilitate a physical verification of program assets at least once during the consultancy period.
• Identify and document best practices and lessons learned on a monthly basis and share them with relevant stakeholders.
• Organize at least two training and learning events for staff and implementing partners during the consultancy period to build capacity on Global Fund policies, guidelines, and reporting requirements.
• Prepare a comprehensive report on the expenditure actualization of the grant by 31st December 2023.
• Amend Sub-Recipients (SRs) program documents as needed, ensuring compliance with Global Fund requirements. External auditors and a timeline for the audit process.

Minimum Qualifications required
• Advance University degree in one of the following fields is required: public health, paediatric health, family health, health research, global/international health, health policy and/or management, epidemiology, or another relevant technical field.
• A minimum of 8 or more years of relevant professional experience in management, coordination and technical expertise, preferably with a track record of successful Infectious disease program management.
• Experience in health program/project development in UN system agency or organization is an asset.
• Experience working in the region is an asset.
• Diplomacy, conflict management, flexibility, understanding of local cultural and social practices are key success factors for this consultancy.

• Excellent oral and written communication skills and report writing.
• In-depth analytical and problem-solving skills.
• Excellent facilitation skills, training skills and ability to organize and implement training.
