The Adolescent and Gender Programme is leading the development and validation of the Girls’ Rights Agenda in Cameroon, building on the momentum of the Girls’ Movement launched in 2025. Angola has made progress in child survival, with under-five mortality declining from 68 to 52 per 1,000 live births, between 2015 and 2024. This trajectory confirms that targeted investments in primary health care is yielding results. However, these gains remain fragile and uneven, with persistent geographic and socio-economic disparities requiring sustained, equity-focused efforts. At the same time, stagnation in key maternal and child health and nutrition indicators signal systemic bottlenecks. Rates of stunting (40 per cent), wasting (5 per cent), full immunization coverage (28 per cent), and access to WASH have shown limited improvement. This reflects structural challenges across the health system, including access to health care facilities, weak last-mile and community-based service delivery and quality gaps.
In close coordination with the UNICEF project team and key national stakeholders, the International Consultant will provide technical leadership for the design and development of a comprehensive Career Guidance Model for the Albanian education system, as part of the “Life Skills and Career Guidance programme.”
The Consultant will ensure that the model is evidence-based, aligned with EU standards and national education priorities, and informed by international best practices, while being tailored to the Albanian context. The consultant is expected to be engaged for a period of 5 months.

The application aims to sustain and accelerate progress towards national and global targets, while addressing persistent programmatic gaps and inequities. It is scheduled for submission by October 2026.
In this context, UNICEF seeks to engage an International Consultant to serve as the lead consultant, working closely with and coordinating a team of national consultants to support the Ministry of Health and the Rwanda Biomedical Centre in developing a high-quality, integrated, and evidence-based GC8 program continuation application. The consultant will provide technical assistance to ensure the application for HIV, TB, and Malaria is results-focused, aligned with Global Fund requirements, and responsive to national priorities.
The consultancy will be implemented through a hybrid modality, combining remote engagement with in-country missions during key strategic stages of the assignment that require intensive consultations and stakeholder engagement. It is anticipated that the consultant will undertake two missions to Rwanda, each estimated at 10 days, with the exact timing and duration to be finalized during the inception phase based on the agreed workplan and key milestones. Climate change and environmental degradation are increasingly undermining children’s access to safe, inclusive,
and continuous learning, with disproportionate impacts on the most vulnerable. In response, UNICEF is
strengthening its support to countries to build climate-resilient education systems that can anticipate, adapt to,
and recover from climate and disaster-related shocks, while equipping children and young people with the
