Purpose of Activity/Assignment:

The purpose of this evaluation is to measure changes and improvements in sanitary and hygiene conditions as a result of the three-year project “Development of WASH Facilities and Services in Schools (2022 – 2025)”, initiated in 2022 by the Swiss Agency for Development Cooperation (SDC) and UNICEF, and provide evidence between the interventions and the outcomes. Specifically, the evaluation should identify what has worked and what has not in the project and what could be options for ways forward. The baseline data collected as part of a comprehensive assessment in 2021, within the partnership with SDC, will serve as a point of comparison with the findings from this evaluation.

Executive Summary:

In 2022, the Swiss Agency for Development Cooperation (SDC) and UNICEF initiated a three-year project “Development of WASH Facilities and Services in Schools (2022 – 2025)”. The partnership supports schools in improving, promoting, and monitoring quality and inclusiveness of WASH services. The project is based on a comprehensive assessment entitled School WASH Infrastructure Atlas 2021 and on the results of the 2021 WASH in school interventions in 24 schools, carried out in partnership with SDC.

The project’s overall goal “The well-being of schoolchildren is increased due to improved sanitary and hygiene conditions in child-friendly schools” (baseline (2021): 15% (2,120 girls; 2,086 boys), Target: 50% (7,161 girls, 7,045 boys) aims to contribute to fulfilling children’s right to access quality health, education, water and sanitation services. The project identified four major outcomes to pursue:

-              Local contractors apply international WASH standards when constructing and rehabilitating facilities in 60 schools (with water connections recommissioned and upgraded in 50 schools).

-              Sustainable management of WASH facilities in schools is strengthened through trained school management, supported by local authorities and through awareness rising by social media/WASH network.

-              Schoolchildren, school management and teachers understand the importance of rational use of water, of hygiene and sanitation and apply relevant daily good practices.

-              Child-friendly school environment is enhanced by improving capacities of teachers and improving safety and protective environment of schools.

Scope of work:

UNICEF seeks to engage a local consultant to support an international consultant to carry out an external evaluation of the project focused on the development of WASH facilities and services in schools. The local consultant will be expected to support data collection (mostly but not restricted to field visits and interviews), translation and in the provision of local context.

To qualify as an advocate for every child you will have… 

•              University degree (bachelors or higher) in social policy, sociology, psychology, pedagogical studies, law, international development, or similar.

•              Experience in supporting evaluation/assessments/research;

•              Understanding of child well-being issues;

•              Very good communication, analytical and organizational skills;

•              Experience working with UN is an asset;

•              Fluency in English and Russian and ability to carry out quality translation is mandatory;

•              The consultant must be independent from the evaluation object and evaluated activities, and have no stake in the outcome of the evaluation.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
