UNICEF East Asia and Pacific Regional Office is seeking a suitably qualified Adolescent and Youth Foresight consultant (roster) to support the development of a Girls and Youth Foresight Vision Paper to inform the upcoming ROMP for the EAP Region (2026-2029/2030). Using recently launched UNICEF guidance such as the Youth Foresight Playbook, it is now possible to conduct meaningful consultations with girls and boys with a more forward-looking perspective, aiming at more risk-informed and future-proof planning. The consultant would work with the Adolescent Development Specialist and Regional Gender and Adolescent Advisor on the assignment.
The consultant would be engaged to conduct a visioning exercise with adolescent girls and boys and youth groups in the EAP Region to inform the ROMP visioning for the EAP Regional Office.
This role is advertised to create a pool of experts for similar assignments in the future.
The assignment would aim to:
• Analyse available data on consultations with girls and boys conducted by Country Offices in the region in the last 12 months to understand key trends, concerns and proposed ideas to address issues from this cohort.
• Review relevant data from CPEs, SitAn and other sources conducted within last 12 months.
• Targeted recommendations on emerging areas of concern, trends, and UNICEF’s added value from the perspective of adolescent girls and youth in the Region.
• Produce a Girls and Youth Vision for the next 5 years to inform the ROMP development for the EAP Regional Office.
Work assignment (remote), Expected deliverable and Delivery schedule:
Assignment 1: Conduct desk review of consultations with adolescent girls and young people in EAP Region within the last 12 months.
Expected deliverable 1: Summary report highlighting key trends for adolescent girls, boys and young people in the region, identification of entry points for consultations to inform ROMP visioning process.
Delivery schedule: 20th October 2024
Assignment 2: Design and facilitate 3 virtual foresight workshops for adolescent girls and young people aged 15 to 24 years old in the EAP region. Consultations will be designed taking into account time zones in the Region, age groups (15-19 and 20-24) and gender; and there will at least one workshop that will be organized separately for girls and boys Following good practices whereby workshops for adolescent girls only are planned as well as joint youth ones. The workshops should integrate foresight methods critical to strategic planning, e.g., scenario planning, backcasting, Three Horizons Approach, Causal Layered Analysis, etc. The consultant will elicit, ideate, and design capacity development strategies that meet the needs of the participants.
Expected deliverable 2: Summary report covering the 3 workshops
Delivery schedule: 30th October 2024
Assignment 3: Draft report that captures insights from workshops relevant to ROMP visioning process, identifying and analyzing trends, emerging issues, images of the future and action planning to enhance UNICEF’s added value and strategies to future-proof UNICEF’s work in EAP from the perspective of adolescent girls and young people. The insights would clearly outline the vision for youth and adolescent girls.
Expected deliverable 3: Draft report for Management review.

Assignment 4: Finalise report with all UNICEF feedback incorporated clearly outlining the vision for youth and adolescent girls.
Expected deliverable 3: Final report on a girls and youth vision for EAP Region.

To qualify as an advocate for every child you will have…
• A minimum undergraduate degree in design, innovation, social science, international relations, international development, strategic foresight, futures thinking, or related fields. A postgraduate degree in one of these or related fields is an advantage.
• Three to five years demonstrated experience in the design of organizational strategy and project management, ideally through participatory approaches rooted in the Foresight field. Applicants should provide examples of at least two projects where they have led or significantly contributed to the strategy design using participatory methods.
• Strong training and facilitation experience, particularly, applicants must demonstrate experience in facilitating virtual workshops and training sessions that effectively engage participants from varied backgrounds, especially adolescent girls, as well as youth with disabilities, LGBTQI youth and indigenous young people.
• Demonstrated experience of working in the Region, including a deep understanding of its cultural, social, and political context
• Fluency and excellent analytical writing skills in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
