Purpose of Activity/Assignment: Technical supervision of an Engineering Contractor for equipping and construction of Climate Resilient Ground Water – Based Water Supply Project for Griftu community, under Build -Capacity Build – Transfer (B-CB-T) model, within Griftu location of Wajir County.

Scope of Work: The consultant will be based at the project site to provide daily supervision of the water supply construction in Griftu town to ensure the following activities are undertaken as per technical designs, specifications, bill of quantities and drawings for the project:
(i) Equipping of newly drilled deep borehole with submersible pump driven by a combination of energy generation mix consisting of Solar PV module, Grid power connection from KPLC nearest terminal points in Griftu and standby diesel generator, complete with pump control room, control instrumentation and safety equipment to provide 6m3/hr to elevated steel tanks in the water yard against a total head of 180m with a pumping water level of 141m and pump setting level at 300m.
(ii) Construction of water storage and distribution infrastructure consisting of two elevated steel water tanks of each 50m3 to height of 18m above ground level, water kiosk for people, water tanker filling station, two livestock troughs for camels and small stocks complete with piping, fittings and fixtures from the tank to the water collection points.
(iii) Protection of the water supply yard and provide amenities for the utility which entails a perimeter fence of the water yard and steel gate, construction of storm drainage, access road and parking, guard house complete with washrooms and septic tank and lighting system as wells firefighting equipment.
(iv) Provide additional supervisory work of the same project as instructed by UNICEF WASH team if additional works included in the construction contract

The consultant will provide a monthly report of project implementation progress and a completion report including “as built drawing” of the water supply system.

Ensure the water yard is fenced, drainage constructed, with access road and parking, guard house complete with washrooms and septic tank and lighting system as wells as firefighting equipment as per technical design, specification and drawings, and provide report; certify the BoQ of actual work done as submitted by the contractor.

Additional days for supervision of any adjustments in the construction contract including additional water points, pipelline extension works, cattle troughs and other relevant construction activities in same location

Provide a consolidated project completion report including “as built drawing and BoQ” of the water supply system, consolidated diary and completion of any outstanding works.

  • Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case delays in submitting the deliverables on the part of the consultant

Minimum qualifications and experience required: A Bachelor's degree in Civil, Water or Sanitary Engineering or related field with at least 5 years of relevant professional work experience.

Knowledge/Expertise/Skills required

  • Water supply construction including borehole installation, construction of elevated steel tanks, water reticulation and water collection points.
  • Building construction, septic tanks, chain link fencing, drainage works and access roads. 
  • Interpretation of drawings, specifications, occupational safety, and technical report writing

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
