The Emergency Coordination Unit provides oversight, technical guidance and support to country and regional offices engaged in preparedness for, or response to, emergencies. The Centre coordinates within SD relating to emergency orders, shipments and anticipated needs. The ECU also provides training and capacity building support in emergency preparedness and support through multiple training programmes. Emergency preparedness is a key focus area in the new OMP 2022-2025.
How can you make a difference?
Under the general supervision of the Sr. Emergency Manager and as a member of the Emergency Coordination Unit, the incumbent will participate in emergency supply and logistics management for the Supply Division (SD) and for UNICEF as a whole, including preparedness, response, monitoring, and reporting.
The Logistics Manager (Emergency Preparedness) will assist in designing, developing, and implementing emergency preparedness plans, ensuring smooth coordination among the various stakeholders. The incumbent may be deployed to country offices to ensure CO readiness when the emergency occurs. He/she provides guidance and supports the supply and logistics section in relevant country offices. Summary of key functions/accountabilities:
When not deployed in support of emergency preparedness:
- Under the SD Emergency Coordination Unit preparedness agenda lead on developing lessons learned reports and support in the development of Emergency Supply Response Strategies.
- Supports the identification of supply and logistics considerations in the development of emergency preparedness and response plans for potential crisis countries.
- Contributes to the analysis of information and identification of supply and logistics considerations, for the purpose of early warning.
- Follow up on CO readiness for emergency response in coordination with respective Regional Offices.
- Coordinate and contribute with key stakeholders on preparedness agenda
- Support on emergency preparedness capacity development
- Any other tasks as required and requested by the incumbents supervisor.
When deployed to support preparedness activities:
- In support of Country Offices undertakes logistics and essential commodity rapid assessments in support to the country programme, and support the development of the supply component of a country plan.
- Partcipates in interagency rapid emergency assessment missions, as required, and actively participate in common logistics efforts (eg. With logistics Cluster, WFP, WHO etc)
- In support to the emergency programming process provides expert advice in the field of supply and logistics and ensures that supply and logistics programme input is appropriate, cost effective and timely.
- Advises non-governmental organisations, Government partners and UN agencies on essential supply sources and all aspects on in-country logistics in order to build capacity and improve programme deliveries.
- Advise on all aspects of local procurement of goods and services for the emergency programme in coordination with programme and supply staff.
- Review CO current Logisitcs LTA and advice/implement way forward to ensure adequate readiness.
- Assists CO in defining and establishing contingency stock.
- Liaises with Supply Division and programme staff, supporting the Country Office in maintaining an operational supply network to provide cross-border procurements where required.
- Coordinates with government counterparts and contracted third party service providers on all aspects of offshore and in country logistics, ie. Custom clearance, warehousing and in land transport.
- Coordinates and liaises with Regional Office, other offices in the region and Supply Division on all matters related to supply and logistics.
- Review and strengthening of all supply and logistics documentation processes and monitoring/reporting.
- Keeps performance objectives on track, adjusts to changing requirements and conflicting priorities, by co-ordinating and managing personnel and supplies as required.
- Promotes policies, procedures, or structures that support strong relationships with partners, with sensitivity towards their needs and expectations, maintaining open communication.

Minimum requirements:

Education:
- Advanced university degree in business administration, Public Health, or other related technical areas
Work Experience:
- A minimum of eight years of progressively responsible work experience in supply/logistics management, four years of which should be in developing countries, preferably supporting health programs, and two at the management level.
- Experience with ERP and IT business applications is required.
Language Requirements:
- Fluency in English required. Knowledge of another UN language (ie, Arabic, Chinese, French, Russian, Spanish) is considered an asset.
Desirables:
- Experience working in an emergency setting supporting large-scale health preparedness and response to new and emerging communicable diseases (COVID-19, Cholera, Ebola, H1N1, SARS) is desirable.
- Experience in public procurement, contract negotiation, and management is desirable.
- Developing country work experience and/or familiarity with emergency.
