Established shortly after the war in Ukraine escalated in February 2022, UNICEF Refugee Response Office in Poland has been working together with civil society and government partners at the local and central levels to strengthen systems, expand and adapt existing services, support policy development, provide technical expertise and capacity building. Two years on, we continue to work together to ensure refugee children and adolescents in Poland continue learning, families stay healthy and safe, and that best interests of all children, including the most vulnerable, are always prioritized in decision-making.

How can you make a difference? 

The purpose of this consultancy is to support the capacity-building process for the first Behavioural Science Team embedded within Poland’s public policy system. Composed of selected professionals from public health institutes, the team will serve as a pioneering unit applying behavioural insights to improve public policies and service delivery, with a focus on better outcomes particularly for refugee populations, including children and their caregivers, who face unique challenges in accessing services and navigating public systems.

The consultant will be responsible for supporting governmental team in designing and delivering a tailored capacity-building program for the newly established Behavioral Insights Team in Poland. The work will be carried out in close collaboration with UNICEF’s Social and Behavior Change (SBC) team and partner institutions using the tools and frameworks already developed by UNICEF.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in  in behavioral science, psychology, behavioral economics, or a related field.
  • A minimum of five years of relevant professional experience in applying behavioral insights in public policy or public service settings.
  • Proven track record in designing and delivering capacity-building initiatives, trainings, or workshops for professional audiences.
  • Ability to take part in person workshops in Warsaw, Poland.
  • Proficiency in English and Polish (spoken and written) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
