BACKGROUND
Purpose of Activity/Assignment:  
UNICEF’s core mission is to deliver measurable and sustainable results that improve the lives of children globally. In alignment with the 2022–2025 Strategic Plan (SP) and our continued commitment to strengthening results-based management (RBM), it is essential to reinforce the linkage between organizational results and the resources allocated to achieve them.
To support this objective, UNICEF is implementing the eZPLAN solution—an integral initiative designed to enhance strategic planning and optimize resource allocation. eZPLAN facilitates a more results-driven approach by aligning financial planning with expected outputs and outcomes, ensuring its full integration into existing programming processes and supporting the Strategic Plan both now and in future cycles.
This initiative will enhance evidence-based spending analysis and enable a shift in focus from inputs to the results those inputs are intended to achieve. In doing so, eZPLAN will replace the Integrated Budget Costing System (IBCS), providing a more accurate, efficient, and results-oriented framework for resource management.
The following phases will be rolled-out during 2025-2026 years:
Phase 1: Country Programme Planning (eZPLAN)
Phase 1.1: PBRs, Annual Planning: PFP, SD CPH, OMPs Planning
Phase 2: Position Management and decommissioning of IBCS/NBCS
Phase 3: Modernization of ZPS_PLAN (eZBudget)
Phase 3.1: Outcome/Output maintenance and Coding (DAPM) (eZReSt)
Phase 3.2: Activity (WBS level 4) creation (DAPM) (eZReSt)
Phase 3.3: Financial View: Dashboards, Reports, Analytics
Phase 4: RAR – Resource Allocation Requests (EPF, Thematic, etc.)
Phase 5: Affordability Tools: Pipelines, Planning, Actuals
The purpose of this consultancy is to provide targeted support to the SRM/DSU core team in activities related to the successful implementation of the eZPLAN project.
Scope of Work:
• Develop presentations for workshops on system design and process mapping to secure client approval and alignment.
• Review and prepare Excel upload files, ensuring accuracy by verifying entries submitted by various offices, and collaborate with other divisions to confirm data integrity.
• Facilitate and/or execute the configuration of SAP applications, including the development of both positive and negative unit test scripts, and ensure successful execution of unit testing.
• Deliver training to client staff on system design, application functionality, and configuration practices.
• Create and/or assist in the development of integration and user acceptance test scenarios and scripts, while providing direct support and facilitation during the user testing phase.
• Assist in the creation of cutover plans and migration scripts, as well as offering hands-on support throughout the production migration and post-go-live stabilization.
• Provide regular status updates on work progress.
• Contribute effectively to cross-functional teams, demonstrating strong interpersonal and communication skills.
• Analyse data and prepare detailed reports for multiple stakeholders.
Terms of Reference / Specific Deliverables
- Prepare technical and users’ documentation, guidelines, training materials (60 documents in total 4-5 pages per document)
- Perform unit tests for each phase of the project, tentatively 3 rounds of unit tests for each phase with 20-30 scenarios (in total 15 rounds of unit tests)
- Prepare test scenarios for Users Acceptance Testing and coordinate with users, tentatively one UAT test for each phase (5 rounds of UAT in total)
- Submit 15 monthly briefs detailing preparation and maintenance of Issues Logs and SharePoint project site, work with ICTD to resolve logged issues (tentatively 16 hours per month for the contract duration).
- Prepare presentations for team meetings, workshops, stakeholders (10 documents in total, approx.10-15 slides PPT)
- Submit 15 monthly briefs detailing assistance in facilitating demos and workshops
- Prepare data extractions and upload files for data migration after checking with offices and coordinating with other divisions to ensure correctness (at least 5 sets in total)
- Submit 15 monthly briefs detailing training support provided to client staff on design, application functions and configuration as well as users’ support before, during, and after project implementation.
Qualifications
(1) Education
Bachelor’s degree in Bachelor degree in Computer Science, Business Administration or related field required
Language Proficiency: 
• Fluency in English is required. Working proficiency of another official UN language is highly desirable. 
(2) Knowledge/Expertise/Skills required: 
1. Solid understanding of accounting business processes
2. Minimum 4+ years of SAP Finance processes; Solid understanding of SAP accounting (classic GL and/or New GL, A/P, A/R and Controlling).
3. Knowledge of SAP project management methodology.
4. Experience in SharePoint and related technologies
5. Experience in documenting business requirements, testing results and creation of training documents. Knowledge of software like uPerform is preferred.
6. Expertise in implementation project life cycles including; blueprinting, configuration, testing, cut-over and go-live support.
7. Excellent communication & presentation skills (written & verbal) across multiple audiences.
8. Strong proficiency with Microsoft Office, specifically MS Project, Excel, and PowerPoint required.
Requirements: 
Completed profile in UNICEF's e-Recruitment system and

- Financial proposal that will include/ reflect :
o the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
o travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. 
o Any other estimated costs: visa, health insurance, and living costs as applicable.
o Indicate your availability 
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. 
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
