How can you make a difference?
The consultant is accountable for supporting the Country Office in the planning, execution, and oversight of WASH construction projects. This includes technical design review, feasibility assessments, site inspections, ongoing construction monitoring, and final handover of completed facilities to local government authorities. The consultant’s immediate involvement is essential for the successful implementation of the project: “Acceleration of innovative indoor WASH facilities combined with solar-powered electricity supply and safely-managed small-scale wastewater systems in remote communities and public institutions (schools, kindergartens, and health care centers) in Mongolia”. This initiative is funded by the Eleva Foundation through the UK National Committee for UNICEF. The project seeks to scale up and replicate proven WASH and solar energy solutions across 18 provinces, building on UNICEF’s successful models implemented in Bayankhongor, Gobi-Altai, and Zavkhan provinces (2019–2022), and in Ulaanbaatar city in 2024.
Scope of Work
The following key tasks are required for the effective delivery and quality assurance of the project during 2025:
- Identify and confirm the final locations of planned WASH facilities in collaboration with target provincial governments, and conduct site-specific technical feasibility assessments.
- Evaluate and adjust WASH facility designs and budgets in consultation with UNICEF and relevant provincial authorities, taking into account the anticipated user population and local conditions.
- Finalize construction designs that comply with UNICEF standards, including accessibility for people with disabilities, adequate lighting, and water efficiency features.
- Validate each selected site in coordination with local governments, ensuring alignment with construction specifications and accurate estimates of beneficiary populations.
- Supervise construction activities through regular monitoring visits, in collaboration with local governors’ offices, to ensure compliance with agreed standards and timelines.
- Submit detailed monthly progress reports and a comprehensive final report to UNICEF, documenting achievements, challenges, and recommendations.
Contract duration: 3 months (starting from 01 July to 30 September 2025)
Travel Plan: The consultant is expected to travel to the field during the contract period, as needed. Therefore, a travel line will be added to the contract. The consultant is responsible for arranging his/her own travel and should submit a travel request to UNICEF, which will be charged against the designated travel line.

To qualify as an advocate for every child you will have…
Minimum qualifications required: University degree in one of the disciplines relevant to the following areas: Construction engineering, water and sanitation engineering, or a field relevant to WASH designs and constructions.
- Relevant working experience: Five years of progressively responsible relevant work experience.
- Working experience in the UN or other international development organisations is considered an asset.
- Knowledge, expertise, and skills required: Fluency in Mongolian and intermediate English communication skills (both written and oral). Able to work effectively in a multi-cultural environment, high altitude and cold climate.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
