BACKGROUND

Purpose of Activity/Assignment: 

The Division of Data, Analytics, Planning and Monitoring (DAPM) plays a central role in enhancing UNICEF’s decision-making, organizational learning, and results for children. Within DAPM, the Global Data Team leads the collection, validation, analysis, and dissemination of high-quality, globally comparable data on children and women—positioning this data as a global public good through platforms such as data.unicef.org.

As UNICEF prepares its Strategic Plan for 2026–2029, the integration of planning, monitoring, data, and analytics (PMDA) will be critical to advancing the organization’s goals. Data communications is a core enabler of this effort, translating complex data into actionable insights that inform decision-making, support internal alignment, and drive external advocacy with Member States and partners.

This consultancy sits within the Data Communications and Advocacy team, UNICEF’s specialized function for primarily digital data visibility, advocacy, and audience engagement. The consultant will serve as an executor of the team’s digital strategy, supporting content production, innovation, digital optimization, and technical delivery across data platforms and technical outreach channels. This role is essential to ensure that UNICEF’s data is not only accessible but influential, shaping programming, partnerships, and global discourse around children’s rights.

UNICEF is currently undergoing a restructuring process. Should there be a change in management, the consultancy’s reporting line will be determined by the relevant Director.

Scope of Work

• Content Development and Data Visualization

Transform complex data into compelling narratives and visualizations that are accurate, accessible, and impactful. Produce interactive charts, graphs, and infographics that communicate complex information clearly and engagingly for diverse audiences—from policymakers to the general public.

• Digital Content and Platform Management

Assist in the production, publication, and maintenance of digital content across UNICEF’s data platforms, including data.unicef.org, mics.unicef.org and joint partner platforms such as healthydietsmonitoring.org . Ensure consistency in messaging, branding, and user experience while coordinating platform updates and improvements. Facilitate coordination with vendors and partners to uphold performance, security, and accessibility standards.

• Interactive Landing Pages and Thematic Storytelling

Design and develop data-driven landing pages and thematic narrative pages that highlight key data insights and trends using compelling storytelling techniques and interactive elements, creating engaging experiences for technical and public audiences.

• Audience reach and impact

Develop and implement email marketing campaigns aligned with programmatic and advocacy objectives. Utilize SEO and analytics tools to optimize digital assets for increased visibility, search relevance, and sustained engagement. Feed content into global communication channels. Measure and evaluate the performance of communication activities using data-driven insights to support continuous improvement and strategic decision-making.

• Event-Based Communications and Advocacy

Support UNICEF’s communications presence at high-level data focused global events and convenings. Tasks include producing and disseminating compelling outreach and advocacy materials, and working with internal teams and external partners to ensure alignment and impact.

• Stakeholder Engagement/ Partnerships

Support the identification of collaboration opportunities with key partners and advocacy stakeholders. Assist in the development and implementation of joint communication strategies, such as for the Healthy Diets Monitoring Initiative, to amplify visibility and drive shared goals. Engage donors through tailored, impact-focused communications that demonstrate the value and outcomes of UNICEF’s data work.

• AI-Enhanced Communications

Leverage (generative) AI and other emerging technologies to innovate, gain efficiencies, enhance audience engagement, discoverability, and retention.

Qualifications

(1) Education

Advance university degree (Master’s or higher) in English, communication, development studies, journalism or international relations.

(2) Knowledge/Expertise/Skills required:

At least 8 years of progressively responsible experience in data-focused communication roles, with demonstrated success in advocacy and outreach in multilateral or UN contexts.

• Extensive experience working with UN data platforms, dashboards, and communication reporting frameworks.

• Advanced proficiency in data visualization tools, including but not limited to Tableau, Power BI, and internal UN systems.

• Deep knowledge of email marketing, web content systems (e.g., Drupal, WordPress), and back-end content optimization technologies.

• Superior written communication skills with exceptional attention to detail and the ability to express technical concepts in clear, accessible language.

• Demonstrated expertise in digital marketing, content strategy, SEO, and data analytics.

• Strong decision-making skills supported by data insights, with a consistent record of achieving KPIs and outreach goals.

• Ability to independently manage priorities, multiple deadlines, and complex workflows in a high-performance environment.

• Proven experience leading interdepartmental project teams in large international organizations.

Preferred Qualifications:

• Prior experience developing global communications campaigns within the UN system or a comparable international framework.

• Familiarity with interagency communications platforms and donor reporting tools.

• Direct experience with stakeholder engagement across UN member states, civil society, and private sector partners.

• Knowledge of internal reporting cycles, strategic reviews, and communications protocols used within UN agencies.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
