How can you make a difference? 

Within the framework of the regional project “Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia” funded by the European Union, UNICEF EAPRO is planning several ASEAN regional events on migration focusing on strengthening the capacities of social workers and wider social service workforce and immigration officials in supporting children affected by cross-border migration, a regional validation workshop on the ASEAN Regional Plan of action on Children in the Context of Migration (RPA CCM) as well as a number of regional and online consultations with children and young people, in addition to knowledge management and reporting to the donor. These activities require extensive coordination, administrative and logistical support.

Coordination and administrative support for the above-mentioned regional events as well as collection of relevant/accurate data and documentation of implemented activities is essential for timely implementation and reporting to the donor, which includes ensuring appropriate child safeguarding procedures for child-led consultations and accuracy of information and data collected for the reporting purposes.

 

Work assignments:

 The consultancy will support the regional office’s migration team in implementing key regional events under the EU-funded project by:

  1. Assisting in the planning, preparation, and coordination of events, including the Regional ToT Workshop, RPA-CCM Validation Meeting, Regional Consultation with Children and Young People, online youth empowerment workshops, and other planned webinars.
  2. Monitoring activity implementation and tracking progress against project indicators in collaboration with the supervisor, through the collection and consolidation of data and promising practices from country offices.
  3. Supporting knowledge generation by accurately documenting events, compiling recommendations and lessons learned, and facilitating the sharing of key information through SharePoint platform, communications with country offices, including action points

This work assignment is based in Bangkok Thailand.

1.         Assignment: Support preparations for the Regional Capacity Building Training of Trainers (ToT) on Cross Border Case Management in October 2025.

  • Compile feedback and support finalization of the agenda for the ToT:
    • Collect and compile feedback on the agenda for the ToT
    • Finalize the agenda for the ToT in collaboration with the supervisor.
  • Event planning:
    • Manage invitations, confirmations of participation, and follow-ups for all participants (national and international), including session chairpersons, speakers, facilitators, and resource persons.
    • Compile and manage the confirmed registration list for participants, speakers, resource persons, and support staff.
  • Venue and Setup Management:
    • Liaise with the hotel and other stakeholders to ensure venue readiness.
    • Support to arrange and ensure all meeting facilities, such as main conference room and breakaway rooms, are operational and arranged according to specifications, including seating arrangement and name plates, audio-visual equipment functionality, connectivity, handout and supply materials, and maintenance services in coordination with the hotel.
  • Liaise with the service provider and provide coordination for the smooth completion of the ToT.

Expected Deliverables – 25 days

    • The concept note on the ToT is finalized with inputs from relevant sections.
    • ToT is planned, implemented, and finalized in October.
    • Inputs provided to the trainers on preparation of the workshop report.

Delivery schedule: Aug 01 - October 30, 2025

2.         Assignment: Support preparations for a regional validation workshop on mid-term review of the implementation of the ASEAN Regional Plan of Action on Children in the Context of Migration

  • Event Planning and Logistics:
    • Support the migration team in RO in organizing the regional validation workshop in Bangkok, including support for finalization of session agendas and the broader agenda.
    • Manage invitations, confirmations of participation, and follow-ups for all participants (local and international), including session chairpersons, speakers, facilitators, and resource persons.
    • Compile and manage the confirmed registration list for participants, speakers, resource persons, and support staff.
  • Venue and Setup Management:
    • Liaise with the hotel and other stakeholders to ensure venue readiness.
    • Support to arrange and ensure all meeting facilities, such as main conference room and breakaway rooms, are operational and arranged according to specifications, including seating arrangement and name plates, audio-visual equipment functionality, connectivity, handout and supply materials, and maintenance services in coordination with the hotel.
  • Communication and media:
    • In coordination with the design company, oversee design and preparation of name tags for all participants, speakers, media, and young people; banners and stands for the conference venue; and preparation of conference media kits.
  • Participant Support:
    • Prepare and distribute arrival information packs (administrative note) to participants.
    • Prepare participants' flash drives with all relevant meeting documents if required.
  • Event Report:
    • Design and collate content for the report before the event.
    • Prepare and collate feedback for the next version of the report in coordination with supervisor andauthor for the regional report.

Expected Deliverables – 30 days

    1. Event agenda, invitation lists, confirmation records, and logistical arrangements.
    2. Comprehensive list of participants, speakers, and support staff.
    3. Post-event feedback and participant evaluation report.
    4. Collated notes from each session for the final report.
    5. Inputs for the regional report for the consultant.

Delivery schedule: August 1 - November 30, 2025

3.         Assignment: Support implementation of structural engagement with children and young people (consultations with young people and capacity building)

  • Support coordination needs for youth led workshops and consultations (including following UNICEF safeguarding procedures etc.)
  • Support in preparing youth moderators and facilitators for national consultations.
  • Support for implementation of the regional consultations with children and young people.

Expected Deliverables – 20 days

    1. Support for ensuring safeguarding protocol for the youth led workshops is in place.
    2. Work plan for engagement for children and youth in the context of labour migration.
    3. A list of topics for capacity building and empowerment is prepared and potential speakers are identified.

Delivery schedule: Aug 01 - August 31, 2025

4.         Assignment: Support the migration programme with reporting and knowledge management

  • Monitor activity implementation and tracking progress against project indicators in collaboration with the migration team, through the collection and consolidation of data and promising practices from country offices.
  • Support with data management and preparation of annual and ad hoc narrative reports including project briefs by collecting inputs from CO colleagues and preparing first drafts.
  • With the support of the Migration team facilitate collaborations with COs to implement and document progress on EU project.
  • Support preparation of events calendar on a bi-monthly basis, including updates to the work plan, as well as communication materials that are to be submitted to the donor.
  • Support knowledge management and knowledge-sharing including evidence generation on the programme.
  • Manage the EU programme SharePoint site by updating it regularly with recent knowledge products and communication materials. 
  • Support for regular internal coordination meetings including drafting meeting agenda and meeting minutes.

Expected Deliverables – 25 days

  1. Developed and updated tracker on activity implementation and indicator achievement against project indicators in collaboration with the migration team
  2. Support for tracking financial expenditures and preparation of the financial report.
  3. Two-pagers on good practices are finalized with input from colleagues
  4. Draft narrative report with inputs from country offices are prepared.
  5. Work plan for engagement for children and youth in the context of labour migration is drafted in collaboration with the supervisor and support provided for organizing webinars for children and youth.
  6. A list of topics for capacity building and empowerment is prepared and potential speakers are identified in collaboration with the supervisor.

Delivery schedule: Aug 01 – December 12, 2025

Duration of Contract:   1 August 2025 – 31 December 2025

Duty Travel:  No travel is anticipated during the consultancy.

To qualify as an advocate for every child you will have… 

Essential/Minimum qualifications needed

  • Master’s degree in law, social sciences, or a related field
  • Three years of professional experience in international development with focus on children’s rights, child protection, or human rights/migration more broadly
  • Experience of supporting various training events including webinars
  • Demonstrated experience in knowledge management, drafting donor reports, fact sheets and briefs (2 years)
  • Demonstrable excellent organizational skills
  • Excellent interpersonal skills
  • Proven high quality writing skills (fluency in English) and excellent communication skills
  • Presence in Bangkok, Thailand

Desirable:

  • Experience working with UNICEF and/or on children’s rights
  • Experience working with the ASEAN bodies, including organizing events attended by ASEAN member states
  • Experience organizing UN-led events, including webinars

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
