How can you make a difference?
The consultancy will provide technical assistance to the Department of Education Research and Planning and Training (DERPT) in preparing the statistical analysis of the results from the Southeast Asia Primary Learning Metrics (SEA-PLM) Survey for Myanmar. The consultant will also lead the support in drafting the Country Report and a secondary analysis report in the Myanmar language. Both reports will be presented to high-level education officials during the regional/national launch of the SEA-PLM Main Survey Results.
This activity is part of the UNICEF-MoE 2024-25 Extension, Activity 4: Support to the Southeast Asia Primary Learning Metrics (SEA-PLM) 2024, which includes the analysis of national and international assessment results to promote quality learning. The UNICEF East Asia and Pacific Regional Office (EAPRO) will produce the SEA-PLM Regional Report, while Country Offices will collaborate with their respective Ministries of Education to prepare the Country Report and additional supplementary analytical reports following the launch of the Regional SEA-PLM Report in November 2024.
Scope of Work
The consultant will lead and coordinate the national inputs for data analysis and report writing in both English and Myanmar for the Myanmar SEA-PLM results, in collaboration with the SEA-PLM National Technical Team (NTT). Reports generated from the SEA-PLM datasets will be interpreted into evidence-based learning assessment information, which will inform dissemination efforts, planning decisions, and the implementation of curriculum and pedagogy improvements at the national level.
The consultant’s approach will include planning, mentoring, coaching, and providing analytical support to the DERPT staff and SEA-PLM NTT members. This project requires one national expert who will take the lead in liaising, coordinating, communicating, and translating tasks related to programming and analytical reporting.
For 2024 SEA-PLM, the emphasis is placed on foundational learning: foundational literacy and numeracy. The country report is expected to make deeper analysis of these areas and develop specific and strategic planning recommendations among other recommendations. Due to the challenges in data collection experienced in Myanmar in 2024, further careful analysis on those challenges together with the National Technical Team (NTT) is critical.
The specific tasks are as follows:
1. Plan Statistical Treatments and Techniques
- Prepare a plan in English outlining the required statistical treatments and techniques for deriving necessary statistical information, in collaboration with DERPT.
- Extract national findings from the national database and the preliminary version of the main regional findings and messages, summarizing them in a concise (e.g., 20-page) document for discussion purposes.
- Propose, discuss, and update the national outline and format for reporting national results in the National Report, in collaboration with the national team and partners.
2. Statistical Analysis and Data Visualization
- Conduct statistical analysis and develop data visualizations for SEA-PLM 2024 national data.
- Build the capacity of the NTT on data analysis through training and collaboration on the report.
3. Interpret Results and Craft Policy Implications
- Support the NTT in interpreting the SEA-PLM 2024 national results, formulating planning implications, and preparing recommendations based on the findings, in collaboration with the NTT through two or three workshops.
- Facilitate consultations with relevant national partners to link SEA-PLM national results to planning and development discussions.
- Draft a paper on strategic planning and development implications and recommendations, incorporating feedback from DERPT and UNICEF.
4. Draft the SEA-PLM Myanmar Report
- Draft the SEA-PLM Myanmar Report in both English and Myanmar, in accordance with National Technical Team’s outline, ensuring appropriate infographics and visuals (approximately 40-50 pages).
- Produce a draft report in English that describes and analyzes results according to the agreed outline (chapters in Word format), including tables and graphics as required.
- Consult the NTT and relevant partners on the report content.
- Revise draft chapters based on feedback (two rounds of comments per chapter) to prepare the final draft.
- Translate the agreed final version of the report into Myanmar.
- Present the report in both English and Myanmar at national fora.
The consultant must adhere to strict protocols regarding data integrity, confidentiality, and security throughout the usage, analysis, and report writing process. Upon completion of the SEA-PLM Country Report, the consultant is required to return all project-related documents to DERPT, including but not limited to project information, processes, contents, results, and any other materials.

To qualify as an advocate for every child you will have…
- Master’s Degree in statistics, or a social science discipline with a strong focus on quantitative analytical methods .
- Minimum 7 years of professional experience in education or social science research
- Demonstrated experience in using multi-level statistical modelling techniques to analyse school-based survey data on student learning outcomes is required. This means expert knowledge and experience in using relevant software packages .
- Strong ability to draft statistical analysis reports, including generating tables and graphs, is required
- Experience in designing and implementing statistical analysis projects using data from other sources is an asset
- Experience in analysing data from large-scale international student assessment projects is an asset
- Strong organizational and planning skills
- Highly detail oriented

The consultant will need to be able to communicate with the Myanmar team via his/her preferred meeting platform (e.g. zoom, Teams, google meet, etc.), and will need to be able to set up meetings as needed.
Meetings, workshops and communication will take place during Myanmar working hours.
Evaluation Criteria:
- The evaluation methodology is based on the highest combined score (based on the 70% technical offer and 30% price weight distribution). The detailed technical criteria can be found in Annex 1.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The consultant must have access to their own laptop and a reliable internet connection, in order to ensure they are able to fulfil this task effectively.

Ownership of data from the assignment rests with UNICEF as per the copyright policy. The copyright of the assessment report will rest exclusively with the UNICEF Myanmar. Use of the data for publication and other presentations can only be made with the written agreement of UNICEF Myanmar. Key stakeholders can make appropriate use of the report in line with the original purpose and with appropriate acknowledgement.
