UNICEF supports the government of Armenia in developing and implementing reforms aimed at eliminating obstacles to the realization of children's rights in Armenia, paying special attention to the most needy and vulnerable children. By ratifying the Convention on the Rights of the Child, Armenia has committed to forming a permanent body or mechanism that will contribute to the coordination, monitoring and evaluation of state actions in the field of children's rights, as well as periodic reporting on the Convention.UNICEF's Armenia Office is engaged in an ongoing dialogue with relevant government agencies on the creation of a monitoring system for children's rights: It will help to improve and harmonize the fragmentation and duplication of data collection, the effective work and applicability of the unified database for the protection of children's rights.

Multiple Indicator Cluster Surveys (MICS) serves as a critical source of data for monitoring the situation of children and women around the world.  Nearly a decade after its last comprehensive household survey (DHS 2015-16), Armenia faces a critical data gap that is undermining evidence-based policymaking across key areas of social development.

The Multiple Indicator Cluster Survey (MICS7), led by the Statistical Committee of RA (ArmStat) with UNICEF support, will provide essential data on core indicators critical to Armenia's recovery and development. Drawing from a comprehensive toolkit of modules, MICS7 can be tailored to address Armenia's most pressing data needs across household conditions, child welfare, maternal health, education, and protection issues.

How can you make a difference? 

UNICEF Armenia seeks the support of a MICS Sampling Expert to provide technical assistance to ArmStat throughout the planning, implementation, and reporting stages of the survey. The MICS Sampling Expert will lead and provide technical support to ensure that the sampling methodology aligns with international best practices and MICS global standards, ensuring reliable and valid survey results for policy-making and programming in Armenia. 

Scope of Work:

Specific tasks included in the scope of work of the National Sampling Expert are:

Sampling design and methodology:

  • Review and finalize the sampling methodology for MICS7 in consultation with UNICEF Armenia, ArmStat, and the MICS Regional Sampling Expert as required.
  • Develop a detailed sampling plan, including sample size calculations, allocation, stratification, and clustering procedures, ensuring inputs from the Regional Sampling Expert where necessary.
  • Ensure alignment with MICS global guidelines and best practices, incorporating feedback from regional experts to enhance methodological rigor.
  • Facilitate finalization of sample design and sample size.
  • Review and share final sample weight calculation template and finalize sample weight calculations.
  • Ensure availability of reviewed and final Sample Design chapter, final sample size calculation file, and systematic random selection of household template.

 

Training and capacity development:

  • Provide training to the ArmStat and MICS field staff on sampling procedures and household listing techniques, with periodic guidance from the Regional Sampling Expert.
  • Support field teams in the proper implementation of sampling methodologies, leveraging the expertise of regional specialists when necessary to enhance training quality.
  • Review the listing and mapping manual and forms, and the training materials for listing.

 

Listing training and listing operation

  • Develop training materials and guidelines for listing operation.
  • Facilitate availability of GIS coordinates and maps for the selected Enumeration Areas (EAs). If the quality of maps are not available, facilitate GIS mapping of the EAs.
  • Conduct listing training sessions on household listing procedures, including MICS protocols for field staff.
  • Monitor and provide technical support during listing operations to ensure accuracy and completeness.
  • Ensure listing data is properly documented and reviewed before integration into the final sample selection process. Create and finalize the final database for the selection of households.
  • Facilitate selection of EAs, sample households from the database; arrange maps for the main fieldwork team.

 

Development of sampling weights:

  • Assist in the computation of survey weights based on the final sample design, with consultation from the MICS Regional Sampling Expert as needed.
  • Guide the data processing team on how to apply sampling weights in data analysis, coordinating with the regional expert to validate calculations and ensure accuracy.
  • Ensure availability of reviewed and final sample weight calculation file.

 

Fieldwork monitoring and quality assurance:

  • Monitor fieldwork implementation to ensure adherence to sampling protocols, in coordination with the MICS Regional Sampling Expert for additional technical oversight via pre-developed monitoring checklists.
  • Provide technical guidance in real-time troubleshooting of sampling-related issues, involving regional expertise where needed for complex problems developing and using field support logs.
  • Review the quality of the sample frame and field listing process, incorporating expert recommendations for improved accuracy and efficiency.

 

Data analysis and reporting:

  • Assist in the validation of collected data, ensuring sample representativeness and precision estimates, consulting with the Regional Sampling Expert where required.
  • Support the production of sampling error tables and other related documentation, ensuring thorough review and validation with regional inputs.
  • Support post-fieldwork processes such as review of sampling errors and Survey Findings Report (SFR) Sampling Error Appendix.
  • Prepare and facilitate review of Sampling chapter and SFR Appendix.

 

Institutional capacity development and knowledge transfer:

  • Develop a sampling methodology guidance note, standard operating procedures (SOPs) and templates based on the methodology tested and implemented for MICS7, providing ArmStat with practical reference documents for applying similar approaches to future household surveys.
  • Establish a structured mentorship and knowledge transfer program for respective ArmStat staff/ junior consultants throughout the project duration, including regular coaching sessions and hands-on learning opportunities.

Develop training materials for ArmStat and conduct specialized training sessions for respective ArmStat sampling unit teams and staff on the implemented MICS7 sampling procedures, ensuring knowledge retention and application capacity for future surveys.

 

 

 

 

 

 

  

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Master's degree in Statistics, Demography, Social Sciences, Economics or a related field.
  • Work Experience: 7 years of experience in survey design and implementation and at least 5 years of experience in sampling, preferably with expertise in MICS, DHS, or similar large-scale household surveys. Experience working with national statistical offices and government agencies in survey design and implementation;  
  • Skills : Strong expertise in probability sampling techniques, survey weight calculations, and statistical methodologies. Proficiency in statistical software (SPSS).  Excellent analytical, communication, and training skills
  • Language Requirements: English and Armenian are required; Russian is an asset.
