How can you make a difference?

The Immunization Section, situated within the Health Programme Group at NYHQ, plays a pivotal role in advancing global immunization goals as outlined in Immunization Agenda 2030, Gavi, and UNICEF’s Strategy for Health. The section delivers on global policy leadership, technical excellence, and operational performance in immunization. The Strategy and Management unit within the Immunization Section manages several high-value multi-country grants from Gavi and Canada, including coordination, monitoring, and reporting on donor support allocated across over 100 business units at global, regional, and country office levels. In addition, the unit also drives strategic technical and immunization resource partnerships with Gavi, Canada, Gates Foundation, US Fund for UNICEF, etc. 

The combination of the global UNICEF reorganization and the institutional freeze measures resulted in the slowing down of implementation of donor-supported activities from grants managed by PG/Immunization and expiring in Dec 2025 and H1 2026. They also elevated few programme implementation risks, including the inability to deliver on the already made commitments within the set timeframes and the loss of pipeline donor funding due to actual loss in UNICEF technical and management capacity during the transition period. In addition, the freeze on planned recruitments and service procurement plan at HQ level led to loss of programme implementation monitoring capacity and, if not addressed, will also lead to the loss of critical grant management and strategic donor engagement capacity.

In 2025, PG/Immunization has been overseeing and monitoring ~US$ 625M in 50 multi-country, multi-year grants, of which 80% are allocated to regional and country offices. HQ is responsible for direct implementation of about 20% of resources. Majority of these grants (45 of 50 grants, representing 95% of the total budget value) will expire by the end of this year and need to be utilized before expiry or returned to our donors (mainly Gavi, Canada, Gates, but also others). Majority of Gavi grants and Canada grants represent COVID-19 legacy support and will not be extended beyond December 2025 with reports due at the end of Q1 2026. As of May 2025, PG Immunization has an estimated US$93M in balances to be spent in 2025 (across all levels), including US$25M to be implemented directly by HQ. To meet the donor obligations, PG/Immunization is required to prepare and submit 19 reports in Q4 2025 and 35 reports in Q1 2026 (including to Gavi, Canada, Gates Foundation, etc.)

In this context, to ensure effective management of resources with timely and quality reporting on donor contributions, to address major risks associated with the transition to a new  organizational structure from Jan 2026, and to support strategic engagement with current and new donors, PG immunization seeks to establish a new position of Immunization Manager. The Immunization Manager who will be responsible for the management, including coordination, monitoring, and reporting on major immunization grants exceeding US$250 million -- notably from the Government of Canada (CanGIVE) and legacy resources from ACT-A HAC -- and for strategic support to the UNICEF’s immunization-focused resource mobilization and partnership portfolio. This role will also champion cross-sectoral collaboration and strategic donor engagement, positioning immunization as a foundational pillar of child survival and integrated development. This position will play a pivotal role in ensuring coherence between global policy leadership, donor relations, advocacy, and resource mobilization strategies, in direct support of and alignment with the Office of the Health Director.

This role ensures the optimal use, timely monitoring, and quality reporting of major immunization grants, including support from the Government of Canada and Gavi’s legacy funding. You will maintain programme and budget documentation, coordinate disbursements, track resources, and work closely with HQ, Regional, and Country teams to identify bottlenecks and implement solutions. A key responsibility is coordinating the preparation of accurate, timely donor reports that demonstrate results and accountability.

In addition, you will play a central role in partner engagement and resource mobilization. This includes developing and monitoring fundraising strategies, scanning for new opportunities, cultivating strong donor relationships, and preparing compelling proposals, pitch decks, and investment cases that reflect UNICEF’s immunization roadmap and added value.

Through cross-sectoral collaboration, you will connect immunization with other priority areas such as nutrition, gender, WASH, and education, convening interdisciplinary groups and supporting the Office of the Health Director with strategic inputs. Minimum requirements

        • Education: Master or equivalent (Advanced University Degree) in Public Health,Social Science, public health, social development, economic development, related technical field and any other related fields.
        • Work Experience: At least 8 years of relevant work experience in Health,Partnerships, Immunization Manager, Immunization Resources and Partnerships, Donor Engagement, Resource Mobilization, Grant Management, Strategic Support, Cross-Sectoral Collaboration, Programming, Advocacy,. and any other related fields.
        • Skills: Strategic Thinking, Partnership Building, Resource Mobilization, Performance Monitoring, Advocacy Skills, Change Management.
        • Language Requirements: Fluency in French and English is required.

  • Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language
