Purpose of Activity/Assignment:
To support UNICEF and the Social Policy Lab (under the National Agency for Social Protection) in undertaking a nationwide household survey on barries to access social protection.
Background:
Under the ILO-UNICEF-UNDP-UN Women Joint Programme “Accelerating decent jobs and social protection for a just transition to formality in Uzbekistan” UNICEF is committed to provide financial and technical support to the Social Policy Lab under the National Agency for Social Protection in undertaking a nationwide household survey on barriers in accessing social protection (both social benefits and services) in Uzbekistan.
The Social Policy Lab is a think tank that conducts research in social protection, undertakes analysis of causes of the need for social protection, and develops evidence-based, effective proposals on improving the national social protection system in Uzbekistan.
Under the joint programme, UNICEF is committed to support conducting a nationwide household survey, which should provide nationally representative data for the comprehensive analysis of the effectiveness of existing social cash transfers in protecting vulnerable groups and promoting their economic activation. The survey data should also provide information allowing identification of the vulnerable groups who are currently out of the social protection system.
The survey data collection and analysis will then be coupled with the examination of the existing procedures, eligibility rules and delivery mechanisms in identifying possible barriers for inclusion. The analysis will also be complemented with the evaluation of the design, adequacy, and coverage of social protection programmes in enabling and incentivizing vulnerable groups to engage in economic activities and employment. Eventually, the survey data collection and analysis as well as the other analyses should inform policy adjustments in developing effective and innovative measures on improving inclusion of vulnerable groups into social protection and, thus, enhance the reach and effectiveness of the state social welfare investments.
The survey design and implementation will be overseen by the Technical Committee that will be established by the Social Policy Lab and will include representatives from the Social Policy Lab, UNICEF, National Statistics Committee, and other national and international stakeholders. The technical committee will be responsible for the review and approval of the survey design, including the sampling framework and questionnaire, as well as will oversee the survey’s implementation.
Purpose of Activity/Assignment:
In this context UNICEF is looking for an individual national consultant, who will support the international consultant by providing knowledge and expertise on local context and condition relevant to the survey design and facilitate its subsequent implementation encompassing all stages including survey planning, questionnaire design, sampling, training, fieldwork, data processing, data analysis, reporting, dissemination and archiving, ensuring that the survey is designed and implemented in lie with the best international standards and practices and provides nationally representative data, appropriate analysis of which provides valid inferences on the barriers faced by the people living in Uzbekistan in accessing social protection. The national consultant will also provide local support and facilitate communication between the international consultant and national stakeholders, including the National Statistics Committee, local authorities, field-level supervisors and enumerators.
The national consultant, alongside with the international consultant, will communicate effectively with the UNICEF Social Policy Specialist and the Social Policy Lab team and respond promptly to the survey-related needs and issues as they arise.
Scope of Work:
Specifically, working in close cooperation with UNICEF Social Policy and the Social Policy Lab teams, as well as with the national partners, the National Statistics Committee, the national consultant will be responsible to support the international consultant and facilitate successful implementation of the following workstreams:
- in close collaboration with the National Statistics Committee design an appropriate sampling framework that would ensure selection of a nationally representative sub-sample from the sample of the annual household budget survey of the National Statistics Committee;
- ensure exporting appropriate individual and household identifiers from the annual household budget survey of the National Statistics Committee to enable matching the datasets from the survey and the household budget survey of the National Statistics Committee;
- prepare and submit to the Technical Committee an inception report on the survey design and implementation highlighting main steps, requirements and dependencies;
- lead the questionnaire design, pre-testing and the questionnaire finalisation;
- develop instructions for the field supervisors and enumerators
- define the qualification and skills requirements for the field supervisors and enumerators
- undertake trainings for the field supervisors and enumerators;
- provide technical assistance to ensure CAPI application is operational, and provide support for developing secondary editing guidelines and Field Check Table Syntax by the data processing team of the Social Policy Lab
- oversee the data collection fieldwork
- undertake capacity building sessions for the Social Policy Lab team on survey, sampling and questionnaire design;
- oversee the data collection process and provide technical guidance as required;
- oversee the data processing process by the team of the Social Policy Lab
- ensure that all the survey-related documentation is properly collected and archived.

Minimum requirements:

- Education: University degree in Demography, Statistics, Epidemiology, Social Sciences (with quantitative focus) or other related field
- Work Experience:
- 1 year of experience in the coordination of quantitative household surveys, including field monitoring (prior MICS or Demographic and Health Survey (DHS) experience is an asset);
- Expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS);
- Strong computer skills
- Training experience and ability to organize and facilitate trainings and presentations;
- Skills: Excellent communication and interpersonal skills;
- Language Requirements: Excellent oral and written communications in Uzbek, Russian and English languages required;
