How can you make a difference?
The main objective of this consultancy is to conduct a comprehensive situation analysis of NFE programmes through a GEDSI lens. This will include mapping existing NFE services and providers, identifying service gaps, documenting good practices, and analyzing existing pathways. The findings will inform the design of tailored alternative or accelerated education pathways with specific focus on reaching marginalized out-of-school adolescent girls and boys. The analysis will apply an intersectional approach, ensuring that the diverse needs and experiences of learners are considered - such as girls and boys with disabilities, young mothers, married adolescents, and those from rural, remote or displaced communities.
The objectives of this assignment are:
- Conduct a comprehensive situation analysis of non-formal education programmes through GEDSI lens, including mapping of currently available NFE programmes, infrastructure, service providers, and identification of gaps and good practices.
- Design tailored alternative or accelerated education pathways that promote transition and retention, specifically targeting marginalized out-of-school adolescent girls and boys.
Applicants are required to submit a cover letter, CV (clearly demonstrating they meet the mandatory requirements outlined in the ToR), a detailed financial proposal (denominated in USD with both a breakdown of costs and total cost), a technical proposal and relevant publications where the applicant is the lead author (if any).

Minimum requirements:
- Education: Advanced University Degree/master’s in education, Social Science, Public Policy, International Development and Related fields.
- Work Experience: At least eight years’ experience in education policy, planning, and NFE programs, with a focus on non-formal education and institutional development.
- Skills:
- Demonstrated experience in conducting mapping and analysis of education initiatives with proven experience in policy development, strategic planning, and organizational capacity building.
- Demonstrated experience in leading development of customized alternative or accelerated education pathways for out-of-school, especially adolescent girls.
- Experience conducting focus groups and key informant interviews and analyzing and using qualitative data.
- Ability to work with governments and facilitate among various stakeholders.
- Concrete experience fostering open dialogue, building trust, and engaging with diverse stakeholders.
- Proven ability to think critically and seek out, synthesize, and interpret large amounts of information.
- Language Requirements: Excellent knowledge of English is required - strong communication skills (written and oral) in English.
