For every child, the right to Nutrition!

The southern provinces of Angola — Huíla, Cunene, Namibe and Benguela — are facing a prolonged drought driven by El Niño, which has critically affected food security and child nutrition. Recent findings from the Multiple Indicators and Health Survey (IIMS 2023–2024) indicate that 40 per cent of children under five suffer from stunting and 5 per cent, from severe acute malnutrition, placing Angola above global alert thresholds established by WHO and UNICEF. This situation calls for a strengthened emergency nutrition response, aligned with government priorities and coordinated with partners to prevent further deterioration of the nutritional status of vulnerable populations, particularly children and women.
 
In this context, UNICEF, in partnership with the Ministry of Health and NGOs, including PanAfricare and World Vision, is implementing an integrated package of interventions. These include Community and Inpatient Management of Acute Malnutrition (CMAM/GIDA), Infant and Young Child Feeding (IYCF) promotion, and strengthened nutrition surveillance, complemented by other life-saving interventions such as vitamin A supplementation, deworming, and hygiene promotion.
 
The purpose of this consultancy is to provide technical assistance to strengthen the emergency nutrition response in the drought-affected provinces. The Nutrition consultant will support the monitoring and coordination of nutrition interventions with government and implementing partners, ensure adherence to national and UNICEF standards, and contribute to quality assurance through regular technical reporting.

How can you make a difference? 

Each consultant will support the emergency nutrition response in one of the drought-affected provinces: Huíla, Cunene, Namibe, or Benguela. The consultants will work closely with implementing partners and government counterparts to ensure effective implementation, monitoring, and reporting of the Nutrition Programme. Their responsibilities include maintaining programme quality, strengthening coordination, and facilitating timely and informed decision-making.

The consultant will be supervised by the UNICEF Nutrition Officer and will work in close collaboration with the Nutrition Programme focal point of the Provincial Health Department in respective province.  

This consultancy is for a period of 120 working days tentatively starting from Nov 10 to April 20, 2025.

Specific Objectives and Tasks:
 
1. Support technical implementation of nutrition interventions
• Provide technical assistance to the implementation of Integrated Management of Acute Malnutrition (IMAM) and Infant and Young Child Feeding (IYCF) interventions in line with national protocols and UNICEF standards.
• Deliver in-service training and on-the-job coaching for health and community workers to improve knowledge, practices and quality of care.
 
2. Strengthen supervision and quality assurance
• Conduct regular supportive supervision visits to health facilities and communities, providing feedback and corrective actions to ensure quality of care.
• Monitor the availability and appropriate use of nutrition therapeutic supplies and coordinate timely corrective measures with partners and authorities.
 
3. Enhance data collection, monitoring, and reporting
• Collect, validate, and analyse nutrition data from health facilities and implementing partners to track programme performance.
• Support the development and updating of UNICEF’s nutrition database to track progress in UNICEF supported health facilities and promote the use of digital tools for data collection and reporting.
• Prepare and submit monthly progress reports, highlighting achievements, challenges, and recommendations for improved programming.
 
4.Facilitate coordination and partnerships
• Participate in provincial nutrition coordination meetings, ensuring alignment of activities with government and partner priorities.
Strengthen collaboration and communication between implementing partners, provincial health authorities, and UNICEF for harmonised planning and execution of nutrition activities.
• Contribute to joint reviews and planning exercises to improve the coherence and effectiveness of the emergency nutrition response.
 
5.Documentation and lessons learned
• Contribute to donor report and visibility
• Produce case studies and human-interest stories that capture the impact of interventions on children and communities.
• Consolidate lessons learned to inform UNICEF, government, and partners for future emergency preparedness and resilience-building strategies.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Minimum of 2 to 4 years of experience in nutrition programmes.
  • Technical expertise in IMAM, IYCF, and nutrition surveillance.
  • Experience of working in an emergency setting is required.
  • Ability to work in most extreme hardships.
  • Ability to work independently and to meet deadlines.
  • Demonstrated ability to effectively work and communicate in a multicultural environment
  • Computer literacy with high ability to use excel spread sheets.
  • Completed training on Basic and Advanced Security in the Field
     
    Language Proficiency: Fluency in Portuguese is essential. Working knowledge of English is advantageous
