Strategic office context:

UNICEF Supply Division (SD) works to ensure equitable and inclusive access to essential supplies and services for children and their families, in development, humanitarian and fragile contexts. These supplies are critical to saving lives, supporting children’s health and education, and protecting them from abuse, exploitation, and neglect. As the UN’s largest end to end supply chain entity, UNICEF leverages its global reach, market influence, supply chain expertise and partnerships with governments, civil society, private sector, industry, and other stakeholders to meet children’s needs and protect their rights around the world.

SD focuses on three result areas to maximize impact, scale, and effectiveness: strategic procurement; supply preparedness and response in humanitarian and fragile contexts; and supply chain optimization. To facilitate and accelerate progress toward these results, SD employs three change strategies: financing for supply and services, supply chain digitalization and supply chain localization.

The Procurement Manager (eProcurement) reports to the Service Contracting Center Chief. The Service Contracting Centre (SCC) is part of Supply Division and centralizes the service contracting for all Head Quarters Divisions and Offices and leads the Service Contracting Strategy focusing on optimizing institutional contracting of services globally. Starting 2026, SCC teams will be based in two locations: Budapest and  Valencia. Established in 2017 to bring efficiencies and improve compliance by leading the procurement of services for diverse category of services across various Headquarters Divisions/Offices & becoming a source of expert knowledge and resources in the various categories of services.

 

How can you make a difference? 

Under the direct supervision of the SCC Chief and Strategic direction from the DLC Lead, the Procurement Manager (eProcurement) acts as the Product Owner in the product team. This role serves as the primary lead of the project, liaison between stakeholders, end users and the delivery team, representing the voice of the customer and owning the product backlog. The incumbent will be responsible for maintaining and prioritizing the product backlog based on the business needs captured by the Business Analyst, identifying critical path functionalities and working closely with the Product Manager for its inclusion on the relevant documents as needed. The incumbent should ensure that the development outputs meet user expectations and plays a critical role in the day-to-day operational coordination of the product, complementing the Product’s Manager strategic focus as well as providing necessary updates and inputs to Senior Management and UNICEF user base in regards to the product’s progress.

The Procurement Manager (eProcurement), Business Analyst, and Product Manager will work closely together as a team to ensure the smooth implementation of the project.

 

Summary of key functions/accountabilities:

 

Provide Procurement and e-tendering expertise

  • Leverage subject matter expertise in Procurement and Supply Chain Management to drive the definition, refinement, and prioritization of functionalities critical to the implementation of an e-tendering solution.
  • Act as the lead coordinator of input from procurement SMEs across the Supply Community, ensuring alignment with operational sourcing processes, regulatory requirements, and strategic procurement goals.
  • Champion the adoption of digital sourcing best practices within the Supply Community and translate them into actionable product backlog items in collaboration with the Business Analyst and technical team.

 

Maintain and prioritize the product backlog representing the voice of users and stakeholders

  • Gather user input and feedback from business users to help the Business Analyst define and refine user stories.
  • Serve as the central point of contact for end-user feedback ensuring user stories have clear acceptance criteria and are development-ready.
  • Lead backlog refinement activities in alignment with business priorities.
  • Align backlog items with broader product roadmap goals ensuring user expectations are considered in the product planning.
  • Participates in stand-up sessions to help reprioritize and making trade-offs if/when necessary.
  • Provides feedback to the Reference Group (RG) and provides direction to the technical team regarding priorities and features by actively participating in sprint reviews, planning sessions and demos.
  • Validate completed features to ensure they meet business needs.

 

Collaborate closely with the Product Manager and Delivery Team

  • Work closely with the Product Manager to ensure prioritization reflects both user needs across the Supply Community and strategic goals.
  • With support from the Business Analyst in defining and clarifying requirements.
  • Participate in roadmap discussions, identifying cross-functional dependencies.
  • Ensure alignment between evolving needs and delivered features.

 

Facilitate communication and engagement

  • Lead stakeholder engagement sessions, including refinement, prioritization, and feedback collection.
  • Maintain and communicate updates to the Reference Group (RG).
  • Ensure all relevant parties are informed of upcoming features, changes, and impacts.
  • Provides project-related tracking, documentation, and risk identification complementing activities performed by both the Product Manager and the Business Analyst.

 

To qualify as an advocate for every child you will have…

 

Education:

  • Advanced University degree in Public Administration, Business Administration or Management, International relations, Information Technology or related field.
  • Certifications in public procurement, supply chain and logistics and/or project management are desirable.

 

*A first-level university degree in a relevant field, combined with two additional years of relevant work experience that was gained after obtaining a bachelor’s degree, may be accepted in lieu of an advanced degree.

 

Work Experience:

  • Minimum 8 years’ work experience at the national and international levels  in procurement/contracting either public and/or private sector in a managerial capacity.  Experience working in a multi-cultural environment and/ or developing country situation.
  • A minimum of 5 years of work experience in public procurement/contracting , supply chain and logistics and/or digital transformation initiatives/change management.
  • Experience in procurement operations within UNICEF Country Offices is essential.
  • Experience in documenting prioritization process and feature backlogs is essential.
  • Experience in public procurement processes including sourcing, solicitation and evaluation procedures is essential.
  • Experience with agile frameworks is desirable.
  • Knowledge of UN financial rules and regulations is desirable.

 

Other Technical knowledge:

  • Knowledge of end-to-end supply chain processes (Procure to Pay) is a must.
  • Knowledge of e-Business concepts, in particular e-procurement and related technologies, is essential.
  • Strong knowledge of Sales & Distribution (SD), Materials Management (MM), Production Planning (PP), Financial Accounting (FI) modules of the SAP system is desirable.  
  • Experience defining Supply Chain related systems such as SRM, CRM, Field Engineering and/or Product Catalogue Management is desirable.
  • Experience defining eCommerce systems is desirable.

 

Language Requirements:  Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason. 

UNICEF staff members holding fixed-term, continuing, or permanent appointments who are considered to be on abolished post status may apply for this temporary position and, if selected with a start date before 31 December 2025, may take it up as a temporary assignment, in line with UNICEF guidance on separation due to the abolition of posts or staff reduction. They will retain their fixed-term entitlements but will not hold a lien to their abolished post.
