UNICEF, in collaboration with Government of Uzbekistan, is advancing the national agenda for inclusive education to ensure that every child — regardless of ability, gender, geography, ethnicity, or socio-economic background — has equitable access to quality learning opportunities.
 
In this context, UNICEF is supporting the development of a National Inclusive Education Programmatic Framework (IECPF), which defines system-wide principles, standards, and mechanisms to strengthen inclusion across all schools. The process involves modelling inclusive education in pilot schools, where new standards, school inclusion teams, and support processes will be tested and refined to scale up.
The IECPF will be piloted in ten model schools across various regions of Uzbekistan. These schools will serve as resource centers and innovative inclusion hubs, demonstrating effective inclusive school models and providing peer learning opportunities. While giving schools an autonomy to develop their policies, plans and practices and find contextual solutions addressing their unique needs, guidelines and tools will be designed based on the Whole School Approach around three key indicators of equitable education systems: Access – Participation – Achievement.
 
In parallel, UNICEF is designing capacity building programme for teachers and school staff, including special educators, psychologists, etc., on introducing inclusive pedagogy, Universal Design for Learning (UDL), and the sustainable and effective use of assistive technologies, digital tools, and equipment for flexible, equitable, and inclusive digital learning that supports the learning outcomes of all children. The programme will blend online modules, virtual peer engagement, and in-person workshops through school-based Teacher Professional Development (TPD) and regional Pedagogical excellence centers, forming a sustainable and replicable TPD model.
To ensure effective coordination, localization, and field-level implementation, UNICEF will engage a National Consultant to provide continuous technical and coordination support, as well as serve as a resource person and trainer for teachers and school staff in pilot schools, facilitating the practical application of inclusive education approaches, UDL principles, and assistive technologies in classroom settings.
 
Scope of Work
 
Purpose:
The National Consultant will support the localization, adaptation, and implementation of the Inclusive Education Programmatic Framework (IEPF), including related standards, tools, and training materials. The consultant will also facilitate the delivery of regional webinars, practicums, and training sessions on inclusive pedagogy and assistive technologies, in close collaboration with international consultants and national stakeholders.
 
Working under the overall guidance of the UNICEF Education Officer, the National Consultant will lead the implementation of the IEPF in pilot schools, coordinate the work of regional mentors, and ensure alignment and coherence of all activities across participating schools to promote effective and sustainable inclusive education practices.
 
Description of the Assignment and Tasks:
The assignment is expected to start from November 2025 to December 2026.
 
The Consultant is expected to:
 
1. Support on piloting IEPF, Standards, and Tools in model schools
  • Facilitate adaptation and translation of the Inclusive Education Programmatic Framework (IEPF), operational standards, and implementation tools into Uzbek and Russian languages.
  • Provide local contextualization inputs to ensure alignment with national reforms, existing policies, and the national education system.
  • Support school-level data collection and piloting of tools in selected schools, including designing data collections tools: surveys, focus groups, semi-structured and structured interviews and other tools for data analysis.
  • Collect and analyze data and key findings from (surveys, focus groups, interviews as well as lesson observations) to elaborate recommendations of what works for improving principles, standards, and mechanisms and how it can be scaled equitably and sustainably.
  • Support piloting IEPF, tools, standards in schools.
2. Support on designing and delivering Capacity Building and Assistive Technology
  • Support localization and adaptation of blended training materials and online learning modules on inclusive education and Universal Design for Learning (UDL).
  • Assist in planning, organizing, and facilitating regional webinars, practicums, and mentoring sessions for teachers, school principals, psychologists, and resource staff.
  • Coordinate regional mentors to ensure effective implementation of professional development activities.
  • Deliver training on use of assistive technologies in classrooms, including ongoing guidance to school inclusion teams and teachers.
  • Document and report on training progress, participant engagement, and emerging needs.
3. Coordination and Reporting
  • Coordinate and supervise the work of five regional mentors to ensure alignment of all activities across pilot schools.
  • Organize regular coordination meetings with regional mentors to provide technical guidance, review progress, and resolve challenges.
  • Support organization and facilitation of coordination meetings and workshops with MoPSE, national institutions, and development partners.
  • Provide technical guidance and ongoing consultation to UNICEF, the Ministry of Preschool and School Education, and national institutions to ensure quality, coherence, and sustainability, and to support alignment with broader inclusive education and early childhood development reforms.
Management
National Consultant will work under direct supervision of Education Specialist and work in daily coordination with the Education Officer and International Consultants, as well as in cooperation with national stakeholders MoPSE, and local education authorities.

4. Facilitate conducting baseline assessments and support establishment of School Inclusion Teams in pilot schools - Needs assessment report and SIT composition/roles

5. Support delivery of regional capacity-building activities, including providing webinars and practicums on inclusive practices and use of assistive technologies in pilot schools - At least 6 regional webinars/practicums on inclusive practices and assistive technology delivered.

6. Monitor pilot implementation of the IEPF and capacity-building activities in selected schools, and document results and lessons learned - Monitoring and documentation of pilot implementation and capacity-building results.

7. Compile a final technical report summarizing outcomes, lessons learned, and recommendations for scale-up - Final technical report and input to policy brief

Travel Local: At least 6 missions to regions of Uzbekistan. Each mission might require travel to at least 2 regions.

Minimum requirements:

  • Education: Advanced University degree in one of the disciplines relevant to the following areas: education, or any other social sciences.
  • Work Experience:
    • More than 5 years of professional and relevant experience in education, preferably in inclusive education, teacher training/capacity development. 
    • Professional experience and expert knowledge in designing teaching and learning materials and providing capacity building activities; 
    • Good analytical and writing skills.
  • Language Requirements: Excellent written and spoken skills in English, Uzbek and Russian.
