For every child, a fair chance

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference? 

Under the direct supervision of the Education Specialist the consultant will provide overall technical management and coordination of all the refurbishment and equipping works of ten (10) ALS centers identified in BARMM.

The consultant will undertake and deliver the following:

Package 1: Applicable to ALS centers in Tawi-Tawi (2 centers) and Basilan (2 centers).

• Facilitate the co-creation and co-design of the refurbishment and equipping works (including validation) in consultation with ALS stakeholders: municipal and barangay LGU (particularly the engineer’s office), Schools Division Office (SDO), ALS focal and teachers, and ALS learners

• Select and manage private firms that will do the direct refurbishment and equipping works in identified ALS centers based on the validated refurbishment and equipping plan (with stakeholders as above)

• Manage the whole refurbishment and equipping works of ALS centers by closely collaborating with the identified private firms

• Organize hand-over ceremonies of refurbished and equipped ALS centers

• Facilitate closure and final evaluation of quality of refurbishment and equipping works

Package 2: Applicable to ALS centers in Maguindanao del Norte (2 centers), Cotabato City (1 center), and Maguindanao del Sur (3 centers). This package significantly differs from Package 1 because UNICEF has implementing partners (non-government organizations) in both provinces of Maguindanao and Cotabato City. These partners are directly doing the refurbishment and equipping works outlined in Package 1.

• Monitor the progress of refurbishment and equipping works done by the implementing partners to ensure timely implementation

• Ensure quality assurance of the works done by the implementing partners

• Provide technical guidance and support to implementing partners as needed regarding refurbishment and equipping works as per UNICEF standards and guidance

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: Must hold at least a bachelor’s degree in civil engineering

Work Experience: 

  • At least 5 years of recognized experience in coordination and consultation skills particularly with identified government and non-government ALS stakeholders. \
  • Management of private refurbishment firms
  • Background work in context of BARMM especially island provinces
  • Actual experience on construction of infrastructure projects in any UN agencies or other organization/office.
  • Experience on supervision of school or community construction projects

Language Requirements: Excellent knowledge of written and spoken English and Filipino. Knowledge of the local dialects is an advantage

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
