How can you make a difference? 

Under the supervision of the Social Policy Officer in Aden, you will support vulnerable girls, boys, and women, to enhance access to diet and services, while also promoting a better access to complementary services (Health, nutrition, education, WASH, and birth certificates).
Having said that, the overall objective of this proposed technical consultancy assignment is to support UNICEF and government counterparts to design and deliver a Nutrition-sensitive cash plus model. The consultant will support and guide the design of a Nutrition-sensitive cash plus programme / model, through reviewing, adopting, tailoring, and revising the existing program documents & tools, as well as developing any required documents or tools, with main focus on the following but not limited to; Theory of Change (TOC), programme framework, concept note, program guidelines, operational SOPs, protocols, and tools.

UNICEF has invested in and supported SWF over the past two years in order to thoroughly review, strengthen, and improve the cash plus programme's design resulting in revising and developing a practical and field programme guidelines for the cash plus programme, including operational SOPs, protocols, and tools for case management and referral.
In parallel, and as part of its capacity building efforts for SWF, UNICEF has developed a comprehensive programme cash plus training packages including for case management and referral. In addition, a ToT training for SWF staff on the updated version of the programme guideline, operational SOPs, protocols, and tools, were implemented.
Having said that, the consultant in this proposed consultancy assignment is supposed to build on and benefit from all these efforts to design a tailored Nutrition-Sensitive cash plus programme/model, based on existing lessons learned, recommendations, suggestions, and existing programme documents, resources, and tools used and piloted by UNICEF and SWF in the last two years.
Therefore, this technical consultancy intends to support UNICEF and SWF/SFD to effectively design, develop and deliver a tailored Nutrition-sensitive Cash Plus programme/model. This includes ensuring strong and effective reporting and documentation mechanism is in place, to better document the program design, development, planning, implementation process and steps. While also supporting UNICEF and SWF to establish an effective system to better assess, monitor and track the program interventions, and evaluate the impact of scaling up a Nutrition-sensitive cash plus model. Demonstrating and establishing an effective documentation will enable UNICEF and SWF to share knowledge and expertise accumulated in implementing Nutrition-sensitive cash plus approaches. As well, this will contribute to UNICEF evidence generation initiatives on integrated social protection (cash plus), which will be utilized to influence advocacy and policy work and will help UNICEF’s efforts to further integrate and inform programme scale up under the existing Unconditional Cash Transfer (UCT), including other opportunities for public financing. Therefore, the consultant will support UNICEF and SWF to enhance good quality and reliable documentation, and archiving system for the cash plus program.
On the other hand, the consultant will support and guide UNICEF to ensure that the Nutrition-sensitive Cash Plus model is gender sensitive, ensuring that gender equality, GBV, and GBV risk mitigation are well integrated and mainstreamed across the program design, ToC, guidelines, SOPs and tools. Moreover, the consultant shall provide technical guidance and capacity trainings to SWF and SFD programme technical team, to enable and equipe them with the needed skills and resources to train the frontline social workers (CM team) on the Nutrition-sensitive Cash Plus programming/model’s TOC, guidelines, SOPs and tools.
For that, the consultant needs to coordinate and collaborate with UNICEF gender and monitoring focal persons, to support UNICEF SP section and SWF to triangulate data and ensure an effective and responsive system, this includes establishing robust monitoring systems using sex-, age-, and disability-disaggregated data to track equitable access and outcomes. This includes ensure that gender is well integrated and incorporated within the cash plus program guidelines, SOPs and training model, as well as leveraging, adopting & incorporating SBC strategies/messages within the Nutrition-sensitive cash plus approach/model. The consultant will provide technical assistance and capacity building training for the cash plus program team on gender equality, GBV risk mitigation, and gender-sensitive service delivery.
 
Key responsibilities & tasks:
 
In close collaboration and coordination with UNICEF SP section, the consultant will lead the programme design and development of a Nutrition-Sensitive Cash Plus programme/ tailored model, this includes reviewing, revising, adopting, and producing a program TOC with a clear framework, programme guidelines, SOPs and tools. While also guiding and supporting UNICEF and SWF to better document the programme across the different steps and processes which includes (programme design, development, planning, implementation, monitoring, lesson learned and reporting results / impact of the nutrition-sensitive cash plus interventions. Under the supervision and guidance of UNICEF Social Policy Officer, the selected consultant is expected to conduct and complete the following but not limited to tasks:
 
  1. Facilitate technical meetings with UNICEF, SWF and other relevant partners to discuss and agree on the key aspects, topics and objectives that should be considered and adopted within the cash plus programme concept note, ToC, guideline, and guiding principles, including the case management SOPs, tools and protocols.
  2. Design and adopt a tailored TOC and programme framework for the Nutrition-Sensitive Cash plus - approach/model.
  3. Update, adopt and develop a programme concept note /briefing note to be used in explaining and introducing the Nutrition-Sensitive cash plus model.
  4. Revise, adopt and update the programme guidelines, including case management and referral operational SOPs, protocols and tools to be tailored for nutrition-sensitive cash plus sensitive nutrition model.
  5. Develop a programme guidance notes on how to establish effective coordination mechanisms with govt counterparts and stakeholders to deliver multi-sectoral interventions and complementary programmes/services.
  6. Ensure that the designed/adopted programme TOC, framework, guidelines, operational SOPs, and tools of the nutrition-sensitive cash plus approach are also sensitive to gender, and disability-inclusive.
  7. Review operational manuals and tools used for case management/referral, including SBC materials, and all awareness-raising messages to ensure they are nutrition / gender-sensitive, disability inclusive. Ensuring that cash plus programme demonstrates a GBV-safe referral pathways and survivor-centered approach in handling & referring survivor cases.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • A bachelor’s degree in Social Sciences, Gender Studies, Sociology, Social work, Development Studies, or a related field

  • At least Five years of relevant professional experience in social protection programmes (cash plus), that includes relevant expertise in building synergies and integration between social protection and Nutrition / Health sectors, within development or humanitarian programmes is required.

  • Demonstrates technical expertise in programme design, development and evaluation with regard to social protection programming, with a strong understanding of programmatic approaches and interventions (cash plus, referral and case management).

  • Familiarity with the context and emergency is considered an asset.

  • Fluency in English & Arabic is required.
