In Belize, many children continue to face the threat of violence, neglect, and abuse — challenges that require collective action and community empowerment. UNICEF Belize, together with the National Commission for Families and Children (NCFC), is working to strengthen child protection systems and promote positive social norms that keep every child safe, respected, and heard.
The Blue Teddy Bear Campaign is a national initiative aimed at preventing violence against children through awareness, advocacy, and community engagement. It inspires individuals, families, schools, and businesses to become champions for child protection.

How can you make a difference?
As UNICEF and the National Commission for Families and Children (NCFC) launch the Blue Teddy Bear Campaign, we are looking for a passionate and organized National Consultant to lead its first-year implementation.
You will play a key role in bringing the campaign to life by:
-
Leading planning, coordination, and delivery of community-based activities in Belize City’s Southside.

Revising and adapting training materials for community groups, schools, parents, and private sector partners.
-
Facilitating workshops and engagement sessions to build local capacity for child protection.
-
Coordinating visibility, outreach, and data collection to track campaign progress and results.
-
Preparing progress reports and contributing to the final evaluation and recommendations for Phase II.

To qualify as an advocate for every child you will have…
Minimum requirements:
Education:
-
A Bachelor’s degree in Social Sciences, Education, Communications, Community Development, Child Protection, or a related field is required.
-
An advanced degree in any of the above areas will be considered an asset.
Experience:
-
At least five (5) years of progressively responsible experience in programme coordination, community mobilization, training, or communication for development (C4D).
-
Demonstrated experience working with civil society organizations, schools, or community-based initiatives focused on children, youth, or social behavior change.
-
Proven ability to develop training materials, organize workshops, and manage multi-stakeholder coordination.
-
Experience in child protection or violence prevention programming is highly desirable.
Skills and Competencies:
-
Strong facilitation and communication skills, with the ability to engage diverse community actors.
-
Excellent organizational and reporting skills.
-
Ability to work independently and deliver high-quality outputs under tight timelines.
-
Knowledge of Belize’s socio-cultural context and community networks.
Languages:

Fluency in English is required.

Working knowledge of Spanish or Kriol is considered an asset
Desirables
-
Advanced university degree in Social Sciences, Education, Communications, or Child Protection.

Experience in programme implementation at the country level, preferably in development, fragile, or humanitarian contexts.

Previous engagement with UN agencies, government institutions, or civil society organizations involved in child protection or social behavior change.

Proven ability to develop and deliver capacity-building materials and to design community-based advocacy or awareness campaigns.

Experience in data collection, reporting, and results-based monitoring.

Excellent writing, facilitation, and stakeholder coordination skills.

Proficiency in Microsoft Office Suite and digital collaboration tools.
