Scope of Work:

Background and justification

The OOSC project, co-funded by Educate A Child (EAC), aims to reach 100,003 out-of-school children (OOSC) aged 7–15 years in Kigoma, Tabora, and Songwe regions, with a focus on inclusion and equitable access to quality learning opportunities.

This project builds upon existing government initiatives, including the fee-free education policy and the Complementary Basic Education in Tanzania (COBET) programme. While these initiatives have expanded access, some children remain excluded due to poverty, disability, distance, and socio-cultural barriers. The OOSC project addresses these gaps through community mobilization, infrastructure improvement, teacher capacity building, and inclusive education practices.

From the beginning of the project (June 2022) to June 2025, the project recorded several significant milestones including: launch of the revised Education and Training Policy (ETP 2023), enrolment campaigns reaching 9.8 million adults, 98,193 OOSC enrolments, rehabilitation of 139 classrooms and 318 WASH facilities, establishment of 184 satellite centres, training of 11,145 teachers, and activation of TUSEME clubs reaching 43,688 learners. The OOSC data module was also piloted in the national School Information System (SIS) and over 500 teachers (Trainers of trainees) have been trained who will be conducting cascade training to other school personnel in the regions.

At mid-point, the project shows strong achievements but faces contextual challenges such as inflation-related cost increases and some delays in the implementation, which led to a programme reprogramming request that was approved by the Donor in November 2025. The Mid Term Stocktaking Exercise will inform strategic adjustments and ensure alignment with both EAC expectations and UNICEF’s education priorities in Tanzania.

How can you make a difference? 

Purpose of Activity/Assignment:

The purpose of this consultancy is to conduct an independent Mid Term Stocktaking Exercise of the “Equitable Access to Quality Primary Education for Out-of-School Children (OOSC)” project, jointly implemented by UNICEF, the Ministry of Education, Science and Technology (MoEST), and the President’s Office, Regional Administration and Local Government (PO-RALG) and funded by Education Above All (EAA) and Educate A Child (EAC) with the support of Qatar Fund for Development.

The review will assess the project’s relevance, effectiveness, efficiency, and sustainability, identify key achievements and challenges, and provide actionable recommendations to strengthen implementation and ensure effective achievement of results in the remaining project period.

Under the supervision of the Education Officer, the consultant will conduct a desk review, facilitate a focus group discussion with government stakeholders during the Medium-Term Expenditure Framework (MTEF) meeting, and prepare a concise analytical report assessing progress, challenges, and lessons learned.

Key tasks include:

1. Review project documents, reports, monitoring data, and policy frameworks.

2. Remotely facilitate a focus group discussion (1.5 hour dedicated session) with government stakeholders.

3. Specifically assess performance in the two pre-selected focus areas, teacher training and data systems, noting that the third focus area, enrolment of out-of-school children, has already been assessed and that those reported findings should be considered in the final report.

4. Prepare a 5-page Mid Term Stocktaking Exercise Report summarizing progress, lessons learned, and recommendations for improving strategies and outcomes.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Advanced degree in Education or a closely related field.
  • Advanced university degree in Education, Social Sciences, Development Studies, or related field.
  • Minimum 5 years of professional experience in education programme evaluation, research, or monitoring.
  • Proven experience in conducting reviews or evaluations for UNICEF or other UN agencies.
  • Strong understanding of Tanzania’s education system and policy framework.
  • Excellent analytical, facilitation, and report writing skills.
  • Proficiency in English (working knowledge of Kiswahili is an asset).
