Purpose of Activity/Assignment:
At the end of the five-year implementation cycle, the UNICEF Uganda Country Office (UCO) will work on several strategic
reports for its five-year Government of Uganda/UNICEF Country Programme (2021-2025). This includes an internal and
external Annual Report for 2025, and a Summative five-year Country Programme Report.
The Internal Annual Report 2025 will analyze key results achieved for children in 2025, with focus on partnerships,
analyzing the impact of UNICEF interventions on children; and highlighting lessons learned and challenges faced in 2025.
The External Annual Report 2025 will be crafted to address external audiences including donors, partners, government,
and private sector. The Summative five-year Report will be a high-level advocacy document capturing the cumulative
results achieved for the five years period, major shifts in the situation of children in Uganda as a result of UNICEF
programming and advocacy, key achievement from collaborations with stakeholders, with specifically highlighting
transformative donor contributions and how flexible funding made a change during the implementation of the five-year
Country Programme.
The UNICEF Uganda Country office requires the expertise of an individual with proven storytelling and impact writer’s
skills, including good communication, adaptability, and the ability to edit and revise, ensuring the final product is clear,
concise, and effective for the intended audience.
Scope of Work:
Quality Assurance of RAM Narratives
The individual consultant will review, edit and consolidate the Country Programme Outcome and Output narrative
reports as provided by UNICEF Programme and Operations Sections to ensure high level, impact and strategic results
are well captured in a compelling narrative. This will involve quality assurance of the information presented (ensuring
the narrative speaks to the programme results and targets as set at the beginning of the year), and editing for English
grammar, style, and logical flow.
Internal Country Office Annual Report (COAR):
The individual consultant will be responsible for consolidating the Country Program Outcome and Output narrative
reports as provided by UNICEF Programme and Operations Sections into the 2025 End Year Summary Narrative report.
This will involve in dept critical analysis of RAM narratives and deriving from those high impact results, that should be
presented into compelling narrative on results for children, in addition to editing for English grammar, style, and logical
flow. The assignment will also involve cross-checking and triangulation of information and data to ensure consistency
with the previous End Year Summary Narratives of the Country Programme cycle.
Five Year CPD Thematic Report:
The consultant will consolidate key elements of the five annual COARs from 2021 to 2025 in to a high-level advocacy
document capturing the cumulative results for children achieved for the five years period, highlighting major shifts in
the situation of children in Uganda as a result of UNICEF programming and advocacy, key achievement from
collaborations with stakeholders, with specifically highlighting transformative donor contributions and how flexible
funding made a change during the implementation of the five-year Country Programme. The report will reflect in a
compelling story telling manner on each of the six outcomes of the 2021 – 2025 Country Programmes.
External Annual Report:
The individual consultant will consolidate and condense the Internal COAR for external audiences. Additional elements
will include a foreword, identifying, and editing blurbs from feature stories, and a donor funding overview. This will also
require quality assurance for accuracy of the information presented, compiling inputs from various sources, editing and
proof reading in line with the UNICEF Style book and brand guidelines.
Terms of Reference / Key Deliverables:
1 Sharpened End Year Reporting Timeline.
2 Draft RAM Analytical Statements with comments for section consideration.
3 Draft COAR with comments for section consideration.
4 Draft COAR due to DRP.
5 Draft 2 RAM Analytical Statements for each Outcome.
6 Draft 2 COAR due to DRP.
7 Final Draft Report.
8 All Comments on COAR and RAM analytical statements addressed.
9 Draft External Report for review.
10 Final External Report incorporating all comments.
Minimum Qualifications required:
Bachelor's degree in mass communication or any related fields
Advanced University degrees in relevant fields is an added advantage.
