The Digital Foundations (DF) Section of UNICEF’ Information and Communication Technology Division creates and sustains transformative, data- and AI-ready digital solutions grounded in human-centered design. Leveraging resilient, scalable cloud technologies, it provides a secure and adaptable technology backbone to deliver results for children with greater efficiency and agility.  

Through forward-looking technology roadmaps and continuous improvement, the Digital Foundations function modernizes core systems, strengthens cybersecurity, and fosters innovation to ensure future-resilient systems. As a key enabler of UNICEF’s digital transformation, it enhances data-driven decision-making and enables operational excellence to achieve sustainable results for children.  

This position reports to the position ICT Specialist – Messaging and Collaboration, P3. It is part of the Identity, Data, and Collaboration Platforms (IDCP) Unit under the ICTD Digital Foundations - Technology Section in Valencia, Spain.  

The Identity, Data, and Collaboration Platforms (IDCP) Unit is the global architecture and engineering lead for UNICEF’s global Identity and Access, Data, and Messaging & Collaboration Platforms portfolio and it serves both UNICEF and the UNICEF Hosted Funds. 

The incumbent will assist the ICT Specialist (Messaging and Collaboration) in the deployment and management of Messaging and Collaboration platforms, including configuration, maintenance, fault monitoring and performance.

The position supports the ICT Specialist (Messaging and Collaboration), P3 in ensuring the reliable and secure operation of the organization’s messaging and collaboration platforms. The incumbent contributes to the deployment, configuration, and ongoing maintenance of these systems, while monitoring performance and addressing faults to minimize service disruptions. This role is essential for enabling seamless communication and collaboration across the organization, safeguarding system integrity, and optimizing user experience.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Completion of secondary education (high school diploma) is a minimum requirement, supplemented with university-level courses in Computer Science, Mathematics, Statistics or Social Sciences is an asset.
    A Bachelor or equivalent (First Level University Degree) from a recognized academic institution in a field relevant to the position may replace 3 years of related work experience. A Master or equivalent (Advanced University Degree) may replace an additional 2 years.
  • Work Experience: At least seven years of progressively responsible experience in Information Technology, with a strong focus on messaging and collaboration platforms, covering the following areas:
  • Hands-on experience in managing and supporting M365 Platforms.
  • Security and Incident response (Exposure to cloud security operations, understanding of phishing analysis, spam filtering and email security best practices).
  • Support and service delivery (proven ability to provide Level 2 and Level 3 technical support in global or enterprise environment, experience documenting technical procedures and providing user guidance).
  • Preferred (Experience in monitoring M365 feature releases and implementing new functionalities, exposure to marketing mass-mailing tools and deliverability troubleshooting). 
  • Skills: configuration, maintenance, troubleshooting, analysis, support, automation.
  • Language Requirements: Fluency in English is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • M365 releases, mass-mailing tools, new functionalities.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

Remarks:

Candidates must be nationals of EU countries or in possession of a valid work permit. Please note that General Service (GS) staff are locally recruited staff and candidates are personally responsible for any travel and accommodation arrangements. 

Please note that Spanish permanent residency holders, if successful in the selection process, must relinquish their residence permit to be accredited with the Ministry of Foreign Affairs, as the accreditation and the general immigration regime in Spain are incompatible. The period during which UN personnel remain accredited will constitute an interruption of their legal residence in Spain.

The conditions of a temporary assignment, including relocation entitlements, will depend on the status of the staff member's original appointment and may be limited in accordance with applicable UNICEF policies, procedures, and practices in force.

Humanitarian action is a cross-cutting priority within UNICEF's Strategic Plan. UNICEF is committed to stay and deliver in humanitarian contexts. Therefore, all staff, at all levels across all functional areas, can be called upon to be deployed to support humanitarian response, contributing to both strengthening resilience of communities and capacity of national authorities.
