How can you make a difference?
Purpose of assignment:
The consultant will deliver several Power BI dashboards designed to enhance coordination between the Ministry of Social Policy, Family and Unity, donors and implementing partners. The Power BI-enabled dashboards will consolidate data from surveys (e.g., drawing from Activity Info, KoboToolkbox, excel files, other tools) and other relevant sources into user-friendly, interactive dashboards that provide real-time insights into technical assistance flows, project implementation status, and progress towards the Social Recovery Office's priority areas.
As some examples, one dashboard will support the coordination of technical assistance by mapping how donors and implementing partners align with government priorities, activities, and target population groups. Another dashboard will enable real-time visualization and monitoring of the Social Recovery Office's activities, tracking milestone achievement, progress on key initiatives, and overall implementation efficiency.
The assignment involves developing the dashboards from beginning to end of the data cycle, including supporting data collection, cleaning, validation, and structuring to ensure the quality and reliability of information feeding into the dashboards. The dashboards are expected to be delivered with a user-friendly and modern design, be interactive, fully automated with the data set and integrated within existing platforms for knowledge sharing to provide meaningful insights.
The consultant is expected to conduct at least two rounds of feedback with partners and enhance the functionalities of the dashboard to ensure they are customized to the needs of the partners. At the end of the assignment, the consultant is also expected to create user guides on how to maintain/update the dashboard and train technical personal to handover the products with a view to ensure sustainability. The dashboards are expected to be available/published in both English and Ukrainian.
The consultant will work under the supervision of UNICEF to establish data quality protocols, identify and resolve data gaps or inconsistencies, and optimize data flows from Activity Info and other sources. The work might include some collaboration with Ministry staff, donors, and implementing partners as needed.
To ensure sustainability, the consultant will be responsible for transferring knowledge to UNICEF and Ministry staff through training and documentation to ensure longer-term use, maintenance, and further development of the dashboard systems beyond the duration of this consultancy

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education:
- Master’s degree or equivalent in Information Systems, Data Science, Data Analytics, Computer Science, Business Analytics, Communications, International Development, or a related field.
- Bachelor’s degree in the relevant field with 2 additional years of relevant professional experience is accepted in a lieu of the Master's degree.
- Work Experience:
- Minimum of 5 years with Master's degree or minimum 7 years' with Bachelor's degree of progressively responsible experience in business intelligence and data analytics & visualization.
- At least 3 years of proven PowerBI experience designing and building dashboards for government and public sector organizations.
- Understanding of social protection, welfare, or public policy data systems.
- Knowledge of data governance and security requirements for sensitive social data.
- Previous work experience in Ukraine.
- Skills:
- Advanced proficiency in Microsoft Power BI and Power Query (M Language).
- Experience connecting Power BI to web-based data platforms and APIs.
- Familiarity with ActivityInfo or similar data collection platforms (DHIS2, Kobo, CommCare, etc.).
- Proficiency in Microsoft Excel (advanced level).
- Understanding of database management systems.
- Familiarity with cloud-based data solutions.
- API integration experience.
- Ability to translate complex technical concepts for non-technical audiences.
- Experience with data visualization best practices.
- Language Requirements:
- Proficient/Native [C2];
- English: Proficient/Native [C2].
Desirables:
- Understanding of Ukrainian social policy context.
- Familiarity with UNICEF or UN agency role in social policy and in supporting government.
- Knowledge of humanitarian or development sector data standards.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Experience with other BI tools (Tableau, Qlik, etc.).
- Knowledge of SQL, Python or R for data analysis.
- Experience with data warehousing concepts.
- Strong analytical and problem-solving abilities.
- Attention to detail and commitment to data quality.

The office selects the individual based on best value for money.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants.
