For every child, the right to education
UNICEF Kosovo is currently transitioning towards the implementation of the new Kosovo Programme (2026– 2030), which will begin next year. The Programme is centered on delivering results for children in a holistic manner and is grounded in a life-cycle approach. Among its key priorities are strengthening the capacities of national institutions for data collection and analysis on the situation of children, as well as enhancing child rights governance mechanisms at both the national and local levels. These efforts aim to ensure that children are prioritized in planning processes and that robust tools are used to monitor, finance, implement, and evaluate policies and programmes to ensure children benefit from quality services.
How can you make a difference?
Under the overall supervision of the Child Rights Monitoring Specialist, the consultant will be responsible for providing technical expertise to the Kosovo Agency of Statistics with MICS secondary data editing, analysis, reporting and dissemination. The consultant will also support national and local level institutions in strengthening child governance mechanisms on planning, monitoring, budgeting and reporting on children’s rights.
Key responsibilities of this consultancy include:
• MICS Secondary Editing and Finalization of Datasets: provide technical assistance and monitor the secondary editing for MICS data collection with general population and Roma, Ashkali and Egyptian communities in line with the MICS Global standards, as well as review the completed and finalized data set for sharing with the UNICEF MICS Regional and Global Team for validation. • MICS Data Analysis and Report Writing: Provide technical assistance and oversight as well as ensure review and validation by UNICEF MICS team for the sampling weights calculations, customization of MICS tabulation plan and standard syntax; datasets/tables, including the wealth index; anonymization of geocodes; organizing of Data Interpretation and Dissemination Workshop with relevant stakeholders, elaboration of the Survey Findings Report and Statistical Snapshots, using the MICS template and according to MICS standards to ensure a timely release, technical expertise and advice for the wide dissemination of MICS results.
• Further Data Analysis: conduct further analysis based on MICS and other available data to inform advocacy and policy making in collaboration with subject matter experts
• Child Rights Governance Mechanisms at Central Level: provide technical expertise to Kosovo institutions on accelerating achievement of Sustainable Development Goals (SDG) and strengthening accountability for children based on MICS and other available data and evidence • Child Rights Governance Mechanisms at Local Level: provide technical expertise to the Ministry of Local Governance Administration (MLGA) and municipal authorities to develop streamlined tools to prioritize child rights at municipal level based on sound evidence.
The Consultant must respect the complete confidentiality of the MICS data as well as any specific MICS documents that will be produced throughout the MICS process. The Consultant can use the documents and the datasets only for the tasks related to these Terms of Reference.

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: University degree in, Social Sciences, Statistics, Economy, or any other related technical field is required.
• Proven minimum of 5 years’ experience in the coordination and/or management of quantitative household surveys (prior MICS experience is preferred),
• Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS) • Training experience and ability to organise and facilitate training and presentations
• Experience in programme management and engagement with institutions (central and local)
• Experience in data analysis and survey report writing.
