The PME unit in UNICEF Eritrea is seeking a motivated and detail-oriented Data Management Associate to join its team. This entry-level position offers an exciting opportunity for a young professional with strong analytical skills and a passion for data to contribute to evidence-based programming for children. The associate will support data collection, cleaning, and visualization across sectors, collaborate with sectoral teams and ICT/operations, and assist in the use of GIS tools to map service coverage and identify gaps. With a focus on learning and growth, the role also includes supporting government counterparts in strengthening data systems and practices. The overall aim of the consultancy is to assist the PME Specialist in supporting multi-sectoral data collection, cleaning, and visualization; providing basic GIS mapping; and helping to strengthen government data systems. The Data Management Associate will also contribute to capacity building, documentation, and collaboration with sectoral teams to enhance data quality and evidence-based programming.
Key Roles and Responsibilities
Data Collection, Cleaning, and Management
- At least one data collection tool developed or adapted in collaboration with sectoral teams.
- Monthly cleaned and validated datasets compiled and stored in a centralized repository.
- Data related to operational activities stored in a provided dedicated location.
- Data repository system maintained and updated regularly, with clear documentation.
- Timely dissemination of data products with internal teams
Data Analysis and Visualization
- Monthly or quarterly data summaries and visualizations (e.g., charts, dashboards) produced to support programme reviews and operational activities
- At least one analytical brief prepared to inform planning and decision-making, with co-authorship with the supervisor
GIS and Mapping Support
- Basic maps produced to visualize service coverage etc.,
- GIS layers and shapefiles organized and stored for internal use and future reference.
- Participation in at least one mapping exercise in collaboration with programme teams.
- Note: training and hands-on support will be provided if necessary, and that expectations are limited to beginner-level tasks (e.g., using templates, editing layers, basic map creation)
Capacity Strengthening and Technical Support
- Participation in at least two training sessions or workshops for government or partner staff.
- At least one user-friendly guide or SOP developed to support data collection and visualization processes.
- Support provided to at least one sectoral Information Management System, with documented contributions.
Support to Studies, Surveys, and Questionnaire Design
- At least one survey or study tool reviewed with documented feedback provided.
- Contributions made to the refinement of at least one questionnaire or data collection instrument.

Minimum requirements:
Education: University degree in Statistics, Data Science, Computer Science, Social Sciences, Geography, or a related field.
Work Experience: Minimum of 1 year of relevant experience in data management, analysis, or GIS. Internships or volunteer experience in similar roles may be considered.
Language Requirements: Fluency in English and the local language is required. Knowledge of other UN working languages is an asset.
