How can you make a difference?
- Introduction
In order to enhance access to water, sanitation and hygiene (WASH) services in line with the National Strategy for Transformation (NTS-2), UNICEF is supporting the Government of Rwanda in the implementation of water, sanitation and hygiene (WASH) interventions aimed at strengthening policy and institutional framework; provision of climate resilient WASH services in communities, schools and health centers through construction and upgradation of WASH infrastructure; hygiene and sanitation promotion; and emergency preparedness and response.
In this context, we often count on external individual experts (hereinafter referred to as consultants) to provide appropriate technical support in achieving WASH results for children in Rwanda. These experts help us in gathering and analyzing data WASH situation in the country, in drafting sector strategies and other programmatic documents, in providing specialized technical assistance for design and implementation of WASH interventions.
- Duties and Responsibilities or Scope of Work
To further systematize and expand our professional networks, we are building a pre-screened roster of individual consultants who would be available to work with us on a short- or longer-term basis to provide technical support in one or more of the following areas:
- Development of WASH sector strategies, plans, standards, guidelines, sector briefs and other related documents.
- Development and upgradation of WASH management information system (MIS);
- Groundwater mapping and monitoring.
- Sector financing.
- Borehole drilling.
- Design and implementation of WASH infrastructure projects including assessments/feasibility for WASH infrastructure (such as piped water supply systems, solar water pumping system, water and wastewater treatment plants, latrines and handwashing facilities in communities, schools and health centres) in development as well as emergency settings; preparation/review of technical specifications, designs, drawings, bills of quantities, cost estimates and bidding documents for WASH infrastructure; procurement of services and goods; and construction supervision/quality assurance of WASH infrastructure;
- Hygiene and sanitation promotion.
- Water quality monitoring/surveillance.
- Sector assessments and evaluations.
- Sector coordination.
- Development of funding concept notes and proposals, especially for climate financing mechanisms.
- Infection prevention and control; and
- Menstrual Hygiene Management.

- Credentials of Individuals Consultants
We would be delighted to hear from individual consultants who are interested in participating in this roster and have the following credentials:
- An advanced degree (Masters) in a related field (ref. area listed in Section 2 above). In exceptional circumstances, a combination of a bachelor’s degree and appropriate experience may also be accepted in lieu of advanced degree.
- At least five years of relevant professional experience.
- Prior experience in Rwanda, the region and/or in a similar humanitarian or development context is highly desirable.
- Prior experience in providing technical support, preferably to UNICEF, the UN and/or one of the major multilateral or bilateral donors, is desirable.
- Excellent ability to research, analyze and present complex information coupled with strong report writing skills and a fluent command of English and/or Kinyarwanda; and
- Excellent ability to lead / participate in multicultural teams and to interact with different hierarchies of partners.

Qualified individuals, who have the above-described capabilities and are interested in participating in our roster, are invited to apply. The cover letter should indicate the main area(s) in which the applicant would like to provide services (reference Section 2 above) and indicative renumeration (daily rates for short-term assignments and monthly rates for long-term assignments).
- Enrolment in the Roster
EOIs will be screened against the credentials specified above for potential inclusion in the Roster.
This Call for EOIs does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the roster. When an appropriate request for services arises, UNICEF Rwanda may contact selected individuals from the roster. In this regard, UNICEF will issue specific Terms of Reference outlining the outputs for each assignment and detailing the time frame.
Individual experts enrolled in the Roster if and when selected for a specific assignment with UNICEF Rwanda will be governed by and subject to UNICEF’s terms and conditions for individual contractors.
UNICEF Rwanda reserves the right to change or cancel requirements at any time during the EOI and/or solicitation process. UNICEF also reserves the right to request compliance with additional conditions as and when issuing the final tender document.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
