How can you make a difference? 

Background

UNICEF Ukraine scaled up the Better Care program to support national child care reform to 15 regions and 86 pilot municipalities with 67,000 children and their families reached with child protection services.  This reform prioritizes keeping families together, preventing violence against children and unnecessary institutionalization, and ensuring children in care are placed in safe, family-based environments rather than large institutions. During 2025, several key policy and programmatic steps were supported by UNICEF and National Coordination Center for childcare reform at the national level for government to institutionalize standards, procedures, and coordination mechanisms aimed at addressing all forms of violence against children, including in institutional and community settings, schools, and online spaces. In June 2025, the Cabinet of Ministers of Ukraine approved the Standard Programme on Preventing Violence and Cruel Treatment Against Children.

Given the complexity of the monitoring and evaluation framework underpinning the Child Protection Programme, together with increased information demands in a dynamic humanitarian and recovery context, comprehensive, timely, and high-quality analytical products - supported by a strong and efficient monitoring and evaluation system and reliable data - are essential to inform evidence-based decision-making, policy dialogue, programme adaptation, and advocacy at both national and sub-national levels.

To meet these needs, specialized technical support is required to strengthen analytical capacity through the assessment and enhancement of existing data systems, including the development of key data analysis, visualization, and knowledge products based on disaggregated data.

Strengthening data availability and analytical capacity will support informed programme management and decision-making for the Better Care Reform and the broader child protection response in Ukraine. Ensuring access to reliable, timely, and disaggregated child protection data is critical to enable responsive programming and to ensure that services reach the most vulnerable children and families.

Purpose of assignment:

 

The consultant will carry out an independent technical review of the child protection data and knowledge management system, identify gaps, and provide actionable recommendations for enhancement. Besides these recommendations, customized analytical tools and data products will be developed to support real-time data analysis, informing programme planning and adjustments based on programme needs. By the end of the assignment, the child protection data management system will be strengthened and aligned with current programme requirements, while access to analytical insights for both programme staff and government counterparts will be improved

Consultant’s scope

The Consultant will support the Child Protection Section by strengthening data management system, and contribute to analysis, visualization, and knowledge management processes to enhance evidence-based programme planning, monitoring, reporting, and decision-making in the context of humanitarian response and recovery, ensuring the availability of high-quality, timely, and disaggregated data to assess progress against expected results outlined in Annual Work Plan.

More specifically, the consultant's main area of work and tasks will be on:

To provide technical support through the specialized expertise in data products generation, data management and data keeping for Better Care Programme and humanitarian response with specific data tools, reports generation to ensure that the Programme has quality information to assess progress towards expected results, namely:
1. Contribute to the enhancement of the child protection programme-related data collection and analysis system through evaluation of the processes of data collection from multiple projects, data cleaning, verification, consolidation, with further report on its improvement.

2. Contribute to improvement of coordination of data gathering and results reporting among sections and Field Offices to ensure the cross-sectoral results are properly tracked and communicated.

3. Develop data products/data assessment tools (dashboards, maps, tracking tables, etc) for main child protection pillars (ISSB, children in alternative care, return and reintegration, justice for children) by using specific technical skills such as data modelling, advance using of Power BI, Arc GIS, VBA, advanced Excel.

4. Capacity building of child protection section’s stakeholders on data collection and data management.

5. Ensure creation of the effective system of management, dissemination, and use of knowledge and evidence within the section

Travel plan: There will be some missions required to the field (Lviv, Odesa, Poltava). Total number of trip days per contact is 8 days. The trip plan will be developed jointly with UNICEF when a consultant is on board.

Minimum requirements:

  • Education: Master’s degree or equivalent in Social sciences, Research, International development, Sociology, Political Science, International Relations or other related disciplines.
  • Work Experience: 
    • 1-2 years of professional experience in Data Analytics, Information Management, and/or Monitoring and Evaluation field.
    • Demonstrated experience in data collection, data analysis and visualization.
    • Knowledge of Protection, Child Protection programs and principles is a plus.
    • Good interpersonal and communication skills.
    • Good analytical skills.
  • Skills:
    • Advanced knowledge of Excel and its practical usage; knowledge of VBA and Macros is an asset.
    • Knowledge of Power BI.
    • Solid experience with Microsoft Office applications (Word, Power Point is a must).
    • Knowledge of Python for data analysis is an asset (but not mandatory).
    • Experience of working with large datasets required.
    • Critical thinking.
    • Initiative and proactivity.
    • Desire for development.
    • High communication skills.
  • Language Requirements:
    • Ukrainian: Proficient/Native [C2].
    • English: ​ Intermediate [B1].

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
