How can you make a difference?
Provide PSEA technical support to the implementation of the PSEA Annual Workplan 2026/2027.
Scope of Work :
Under the pillars of IASC Minimum Operating Standards on PSEA and in line with global standards on PSEA, the PSEA Consultant will offer technical support to the PSEA Unit at MCO (consisting of 1 international consultant and two national consultants who are familiar with the context of Myanmar) and coordinate the delivery of results.
The PSEA Consultant will mainly focus on:
Implementing Partners.
Review the management of Implementing Partners in terms of compliance with PSEA Standards.
Ensuring that there are a tailored capacity building, coaching and monitoring of medium and high-risk Implementing Partners.
Consultation with sections and PME to support Implementing Partners.
Staff Accountability
Develop capacity building plan for UNICEF staff (orientation new staff and refresher trainings) in all offices and supervise implementation of the plan
Steering existing internal mechanisms such as the PSEA Taskforce and PSEA Focal Points
Ensuring effective accountability in line with UNICEF’s risk management frameworks
Harmonizing PSEA implementation throughout MCO, adhering to zero-tolerance of SEA
Incident Management
Managing and coordinating MCO’s adherence to internal reporting requirements at MCO
Ensuring that safe, accessible, child-sensitive reporting mechanisms are in place for PSEA in UNICEF-supported areas
Promoting trust and SEA incident reporting among partners and communities, as part of community-based complaints and feedback mechanisms
Champion a victim-centered approach that prioritizes the needs, safety, and empowerment of those affected
Key Partnerships
Supporting the inter-agency PSEA Network via a harmonized approach in Myanmar
Integrating PSEA in funding proposals and sustaining strong ties with donors
Aligning PSEA efforts with humanitarian structures, including inter-agency coordination mechanisms
Representing MCO in UNICEF and external forums

Tasks:
By the end of each month, a PSEA monitoring report will be produced.
The deliverables are distinct and measurable with progressive coaching topics for national consultants, based on the PSEA Action Plan 2026/2027
The PSEA Action Plan is focused on strengthening processes and capacity of a) Implementing Partners; b) Accountability UNICEF staff; c) Incident Management; and d) Key Partnerships
Deliverables 1:
Report 1: Updated Capacity Development Plan 2026 for medium and high-risk implementing partners
The national consultants are coached on PSEA Standards
Deliverables 2:
Report 2: Risk Mitigation measures addressing the under-scoring PSEA standards
The national consultants are coached on developing capacity development plans for high-risk partners
Deliverables 3:
Report 3: Updated SoPs to report SEA allegations, including plan to build incident response skills and socialize the SoPs in conjunction with PSEA network.
The national consultants are coached on reporting allegations
Deliverables 4:
Report 4: Application of investigative techniques following SEA reporting
The national consultants are coached on investigations
Deliverables 5:
Report 5: ToR and start SEA Risk Assessment Child Protection and H&N sections
The national consultants are coached on working with clusters

Report 6: Contextualized emergency preparedness plan in line with PSEA in Emergency Guidelines UNICEF
The national consultants are coached on PSEA in grant proposals
Deliverables 7:
Report 7: Roll out the PSEA emergency preparedness roadmap at field level.
The national consultants are coached on PSEA indicators

Report 8: Inter-Agency PSEA Network support plan at sub-national level
The national consultants are coached on PSEA in Humanitarian reset
Deliverables 9:
Report 9: 2026 results collection and analysis for learning, reporting, and planning. Annual PSEA report 2026

Report 10: Tip sheets to integrate PSEA into proposal design for funding compliance

To qualify as an advocate for every child you will have…
Education
An advanced university degree (Master) in one of the following fields: international development, human rights, gender, psychology, sociology, international law or other relevant fields
Experience
A minimum of 8 years of relevant professional experience within child protection, gender-based violence, gender & child safeguarding policy development or other relevant general social work or protection experience
International PSEA experience in humanitarian context
Excellent analytical writing and communication skills
Full computer literacy and fluency in English - both written and spoken – are essential
Demonstrated experience developing guidance, tools, frameworks, or strategies on PSEA, safeguarding, or survivor assistance (e.g., guidance notes, SOPs, toolkits, training packages)
Proven experience working with inter‑agency coordination mechanisms (UN, clusters, inter‑agency PSEA networks,etc.)
Knowledge of the context in Myanmar is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
