Eritrea has achieved and sustained strong performance in its national immunization programme, characterized by high vaccination coverage, successful introduction of new vaccines, no stockout of vaccines and consistent progress in reaching hard-to-reach and underserved populations through a strong primary health care platform, using different approach to address zero dose and under-immunized children. These achievements reflect long-standing government commitment, effective service delivery strategies, high vaccination demand of the households and strong collaboration with partners. To maintain these gains and safeguard immunization impact, continued attention to immunization supply chain systems is essential, particularly cold chain temperature monitoring, keeping vaccine potency and stock management practices. As the programme evolves and vaccine portfolios expand, ensuring vaccine potency, minimizing wastage, and preventing stock imbalances become increasingly critical. The Ministry of Health, with partner support, previously introduced the electronic Stock Management Tool (e-SMT) and conducted initial training. However, routine implementation was delayed due to system-level access constraints related to the Google-based architecture of the tool. These constraints have since been resolved through an agreed technical workaround, creating an opportunity to reactivate e-SMT use through refresher training and operational support at least at national and sub national levels. |
This consultancy aims to support the reactivation and effective use of e-SMT, conduct a temperature monitoring study right from the national to the outreach sites to assess cold chain performance and follow-up, and pilot strengthened stock and temperature monitoring and documentation practices in selected health facilities to generate lessons for future scale-up.
Key deliverables
Under the overall guidance of the Ministry of Health and in close collaboration with UNICEF, UNFPA, WHO, and the national steering committee, the consultant will undertake the following:
Preparation and Training Materials
- Hold an initial consultative meeting with the programme team to agree on the training approach, implementation plan, and pilot sites
- Prepare and share refresher training materials for:
- the electronic Stock Management Tool (e-SMT)
- the temperature monitoring study
- Finalize practical field tools required for training and implementation
Training and Field Implementation
- Conduct refresher training on e-SMT, followed by orientation on the temperature monitoring study.
- Provide hands-on support during early reactivation of e-SMT use, including initial data entry and troubleshooting at national level.
- Conduct field visits to selected cold chain stores to support routine use of e-SMT at pilot regional stores
- Provide hands-on support for implementation of the temperature monitoring study, including:
- placement of study vaccines and temperature monitoring devices at the National Vaccine Store
- monitoring their movement and handling during distribution
Data Management, Analysis, and Interpretation
- Clean, and organize data generated through the temperature monitoring study
- Analyze findings to assess temperature excursions during vaccine storage and delivery at different levels.
- Identify operational gaps and take immediate corrective actions
- Develop practical, context-appropriate recommendations
Reporting, Recommendations, and Dissemination
- Co-lead the drafting of the final assessment report, ensuring clarity, technical accuracy, and relevance to programme decision-making
- Lead the formulation of evidence-based recommendations to strengthen temperature monitoring and stock management practices
- Support preparation and presentation of findings to the Ministry of Health, partners, and other stakeholders
- Develop Standard Operational Procedures in order to address the identified gaps to be used as practical management procedures for the future.

Minimum requirements:
- Education: Advanced university degree (Master’s level or equivalent) in Public Health, Supply Chain Management, Logistics, Health Systems, or a related field.
- Work Experience:
More than 05 years of professional experience in the following areas:
- Demonstrated expertise in vaccine supply chain management, including stock management and cold chain systems
- Proven experience in the use and implementation of electronic logistics or stock management tools (e.g. e-SMT, eLMIS)
- Experience in conducting field-based studies or assessments related to vaccine storage and distribution
- Experience working with Ministries of Health and UN agencies, preferably in low- and middle-income country settings
- Ability to deliver hands-on, practical training and on-the-job coaching for health workers
- Strong data management, analysis, and interpretation skills
- Excellent report writing and communication skills
Language Requirements: Fluency in English is required

CONDITIONS
- The consultancy will be for 21 working days.
- The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
- No contract may commence unless both UNICEF and the consultant sign the contract.
- The consultant will be paid an all-inclusive fee (stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.
- No travel should take place without an email travel authorization from the section before the commencement of the journey from the duty station.
- Standard UNICEF procedures will apply for invoicing and all other financial management requirements set out in the contract.
- Standard penalty clauses will also apply for late and poor-quality deliverables. The supervisor of the contract will provide the consultant with the criteria for the evaluation of the quality of each deliverable.
- Additional details of UNICEF rules, regulations and conditions will be attached to the contract.
- Consultants will not have supervisory responsibilities or authority on the UNICEF budget.
- Individuals engaged under a consultancy contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures. They will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties in accordance with local or other applicable laws.
- The assignment is both on-site and a remote support.
- Payment of professional fees will be based on submission of agreed deliverables.
- UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant
