UNICEF work along with national and local stakeholders (including national and local authorities, CSOs, and communities) to improve the collective impact of humanitarian response.  Effective Information Management (IM) is critical to understanding evolving needs, the response of UNICEF and its partners, informing corrective action and meeting reporting accountabilities to donor and to affected people.

UNICEF State of Palestine Country Office is looking to engage the Procurement Assistant position to support the supply and procurement operations in The State of Palestine.

Job Organizational Context & Purpose for the job

The position in located within Supply & Logistics Unit, Gaza Field Office. The Procurement Assistant is responsible for executing a broad variety of standardized procurement tasks in compliance with the UNICEF Financial Rules and Regulations, the Supply procedures and other applicable procurement procedures.

The Procurement Assistant will be responsible for assistance for a range of products and services required for UNICEF operations in Gaza; and will ensure accurate and timely monitoring of deliveries up to the completion and closure of the orders, with the overall goal of meeting the needs and requirements of the customers.

III. Key functions, accountabilities and related duties/tasks

Under the supervision of the Procurement Officer, performs all procurement activities in compliance with the UNICEF Financial Rules and Regulations, Supply procedures and other applicable procurement procedures, including:

1. Provides input to the formulation of the annual Supply Plan. Conduct data review and assist in the development of procurement strategies. Support market research in relevant areas for UNICEF and assist in gathering evidence on the best approaches to sustainable and best value for money procurement.

2. Liaise with colleagues from respective programme sections in planning procurement and contracting initiatives, supporting development of relevant specifications, terms of reference, and timelines.

3. Reviews and evaluates incoming purchase requisitions and requests to ensure quality and adequacy of information, specifications, appropriateness of requests, quantities, shipment, delivery dates, budgets.

4. Prepares documentation for the establishment of Long Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor. Assists with bid openings, and technical and financial analysis of offers as might be required. Conduct clarifications with suppliers.

5. Prepare requests for award including submissions to Contract Review Committee. Prepare purchase orders and contracts in SAP (ERP – Enterprise Resource Planning system), and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.

6. Keep stakeholders/partners informed on the progress of procurement processes. Liaise with suppliers, ensuring timely follow-up on delivery schedules Implement appropriate vendor management practices e.g. supply performance reviews.

7. Monitors the status of Orders and Deliveries. Proactively follows up on placed orders and deliveries with all parties concerned to ensure timely and safe delivery of goods. Prepares and provides timely and regular status / monitoring reports to all stakeholders.

8. Regularly extract reports on the status of the existing LTAs, contracts, Purchase Orders (POs) and take necessary action in coordination with the relevant Programme.

9. Maintains order filing in accordance with UNICEF guidelines.

10. Conduct local market surveys on ongoing and regular basis for identification of potential suppliers to procure the goods and services at competitive costs.

11. Any other duties or assignments as requested by the supervisor.

Experience


• Minimum five (5) years of working experience in the Procurement field in general, three (3) years and an additional two (2) years of experience may be substituted for candidates holding a Bachelor’s and Master’s degree, respectively.
• Excellent knowledge of SAP and use of collaborative tools (SharePoint/Teams).
• Experience in carrying out local procurement of goods and services.
• Experience in dealing with LTAs and complex contracting of services.
• Ability to work independently with minimum supervision.
• Work experience in emergency duty stations.

Language Requirements:


Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

In the current evolving emergency context, this position will be based in Gaza where medical facilities have been negatively affected and individual chronic and/or serious medical conditions cannot be adequately addressed.
