Under the general guidance of the UNICEF Chief of Supply, the consultant will be responsible for planning, development of procurement strategies/plans and overall procurement and contracting process - including contract implementation and management, monitoring suppliers’ performance, worldwide market research and long- term procurement planning - for various supplies and services.

The consultant will oversee the end-to-end lifecycle of purchase orders and services contracts - including reviewing of supplies specifications, Terms of Reference (TORs) for services procurement, supporting sourcing and selection, preparing offers, issuing contracts, and managing closure processes, ensuring high-quality supplies and service delivery, performance excellence, and full compliance with UNICEF policy.  In addition, the consultant will manage all escalations from the clients and vendors.  

All activities to be conducted in strict alignment with Individual Consultant Procedures and Internal guidance, ensuring timely and accurate execution in accordance with UNICEF supply procedures and key performance indicators (KPIs).

7. Under the guidance of the Chief of Supply section coordinate with UNICEF Nutrition and Health sections and government counterparts – Ministry of Health and Population/ Family Welfare Division and the NNMS survey implementing partner New Era to ensure timely delivery of supplies.

 

  •  

First Deliverable:

  • Review of Terms of Reference (TORs), supplies requests from clients, and other required documentation to ensure quality and adequacy of information before proceeding with the procurement process. 

Second Deliverable:

Third Deliverable:

  • Make recommendations for finalization of contracting processes and award of contracts and drafting of Contract Review Committee Submissions depending on the value

Fourth Deliverable:

  • Support negotiation of contract terms and conditions as applicable and seek support from the Legal Advisor’s office as necessary.

Fifth Deliverable:

  • Draft and issue Contracts, ensuring Contracts are signed in a timely manner and all documentation is properly filed in Vision and SharePoint. And providing contract administration support

Final Deliverable

  • Maintains filing in accordance with UNICEF guidelines and any other required tasks from supervisor

Duration:

The consultancy is for a period of 12 months, 1 (one) year, starting March 2026

To qualify as an advocate for every child you will have… 

Education:

An advanced University degree in Procurement, Contracts / Commercial Law, Business administration, Economics, Supply Chain Management or related field.

*A first University degree may be accepted in lieu of an Advanced university degree in conjunction with two additional years of relevant work experience. Master’s degree in human resources, sociology, business or related fields

Knowledge/Expertise/Skills required:

  • Minimum 5 years of relevant professional work experience in Procurement / Contracting of services.
  • Experience working with UNICEF / other UN agencies is desirable.

 Required Skills:

  • Prior experience with the SAP system is necessary, especially with the Vision logistics module.
  • Should have a background in global procurement contract negotiations and administration, as well as broader economic expertise or relevant technical fields.
  • A comprehensive grasp of the service contracting process is expected, including programme needs assessment, terms of reference review, solicitation, evaluation, contract awarding, and monitoring.
  • Familiar with UNICEF programmes, possess knowledge of financial and legal aspects related to contracting ethics, and understand risk management practices.
  • Quick learning abilities, adaptability, responsiveness to change, and tolerance for ambiguity are considered valuable assets.
  • Excellent English skills, both spoken and written, are required.
  • Ability to thrive in a multicultural setting and build positive relationships both inside and outside the organization is essential.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract.
