How can you make a difference? 

Objective:

The objective of this consultancy is to support applied research, learning, and evidence generation across selected UNICEF Egypt education programmes, with a focus on improving intervention design, implementation, and future scalability. The consultancy will complement existing monitoring functions by generating structured learning and practical insights for programme teams and partners.

The consultant will work closely with UNICEF Education programme teams and external research partners to support research coordination, data collection, synthesis, and learning-focused analysis across foundational literacy, digital learning, and skilling initiatives.

Specific Objectives

-Support research coordination and data collection oversight for the Learning Pioneers pilot, in collaboration with the UNICEF Learning Innovation Hub and the International Centre for EdTech Impact (ICEI), to ensure consistent field implementation, data quality, and timely delivery of analysis-ready datasets and translated outputs.

-Support field-level research implementation for the Foundational Literacy Programme, in collaboration with UNICEF Innocenti, by coordinating data collection activities, supervising qualitative and quantitative data gathering, and contributing to consolidated assessment outputs and learning products. The scope of this consultancy is for the current phase with possible later involvement in future phases.

-Support learning and reflection for the Distance Learning Pilot Programme by documenting implementation experiences, synthesizing emerging insights, and identifying considerations to inform programme refinement and future decision-making.

-Support learning and early evidence generation for the Mostaqbaly Skilling Programme by documenting initial implementation experiences, identifying emerging patterns, and informing future programme development and scale considerations.

Methodology:

The consultant will apply a mix of quantitative and qualitative methods to support applied research, learning, and evidence generation across foundational, digital, and distance learning programmes. Work will begin with a rapid review of existing tools and data sources to identify gaps and inform the refinement or development of research instruments, in line with UNICEF’s MEAL and ethical standards. Data collection will be conducted in coordination with MoETE and implementing partners, including enumerator training and supervision as needed. Quantitative and qualitative data will be synthesized to generate practical insights, which will be validated through ongoing engagement with UNICEF teams and partners. Regular field visits will support data verification, learning documentation, and stakeholder consultation.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Deliverable Area 1: Research Coordination and Data Collection Oversight (100 days)

Objective:
Coordinate and oversee research and data collection with external partners, ensuring high-quality field implementation and analysis-ready datasets.

 

1.1 Learning Pioneers Pilot Programme (in collaboration with UNICEF Learning Innovation Hub and International Centre for EdTech Impact)

Scope:
Coordinate and supervise data collection activities for the Learning Pioneers pilot, ensuring consistent field execution, data quality, and clear documentation of results.

Key Deliverables

  1. Review research tools:
    Validate and finalize quantitative and qualitative data collection tools for the Learning Pioneers pilot prior to the final evaluation phase. This includes Arabic language review.
  2. Enumerator training and support:
    Deliver one enumerator training per assessment round and provide ongoing technical support during data collection.
  3. Assessment supervision:
    Supervise post-assessment data collection and ensure adherence to agreed protocols and quality standards. This is on-site in Aswan for an estimate of two weeks in March.
  4. Data validation and submission:
    Validate, clean, and submit finalized, analysis-ready datasets within one week of completing post-assessment data collection.
  5. Translation of outputs:
    Translate key outputs into Arabic within 10 days of finalization to be shared with the Ministry of Education and Technical Education.

1.2 Foundational Learning Programme (in collaboration with UNICEF Innocenti)

Scope:
Coordinate field-level research implementation in support of UNICEF Innocenti–led research, ensuring effective field coordination, data quality, and timely delivery of validated datasets and research inputs.

Key Deliverables

  1. Validated research instruments:
    Review, adapt, and finalize quantitative and qualitative data collection tools (surveys, interview guides, observation checklists) aligned with Innocenti protocols and programme indicators prior to the first data collection round.
  2. Enumerator preparation:
    Design and deliver enumerator training before each data collection round as needed.
  3. Field monitoring reports
    Coordinate data collection logistics with MoETE and relevant directorates and supervise pre- and post-assessment data collection across intervention governorates, including a minimum of two field monitoring visits per month, with brief field reports submitted within one week.
  4. Validated data
    Validate, clean, and submit complete, analysis-ready quantitative and qualitative datasets within two weeks of completing each data collection round.
  5. Qualitative documentation:
    Conduct and document qualitative data collection (minimum of 10 teacher interviews/FGDs and 5 school observations) and submit structured summary notes to support analysis.
  6. Assessment inputs:
    Contribute to consolidated assessment reports (developed by Innocenti)
  7. Translation of outputs:
    Translate key outputs into Arabic within 10 days of finalization to be shared with the Ministry of Education and Technical Education.

Deliverable Area 2: Data collection, analysis and learning for programme improvement (103 days)

Undertake monitoring tools design, data collection, and analysis activities to support learning, reflection, and evidence generation with a focus on improving intervention design and implementation.

 

2.1 Distance Learning Pilot Programme

Support applied research and learning activities for the Distance Learning Pilot to document implementation experiences, generate evidence, and inform potential programme refinement and scaling.

Key Deliverables:

  1. Midline review report
    Conduct a midline learning review, including data synthesis and analysis, and prepare one midline learning brief highlighting key insights and considerations for programme adjustment.
  2. Final review report
    Conduct a final learning review, including data synthesis and analysis, and prepare one final learning report summarizing key findings, lessons learned, and practical recommendations.

 

2.2 Mostakbaly Skilling Programme

Support monitoring of implementation of Mostakbaly Skilling Programme

Key Deliverables:

  1. Validated research instruments

Develop and refine quantitative and qualitative research and observation tools, including simple reporting templates, to support consistent learning and documentation across programme sites.

  1. Enumerator training and support:
    Deliver one enumerator training per assessment round and provide ongoing technical support during data collection
  2. Field monitoring reports
    Conduct periodic learning-focused field visits (approximately two per month) to observe programme delivery, document adherence to agreed quality benchmarks, and submit concise learning notes within one week of each visit.
  3. Three key findings and recommendation reports
    Consolidated learning and analysis reports summarizing key findings, emerging patterns, and practical recommendations for programme improvement by analysis programme data from various implementing partners
  4. Validated data
    Validate, clean, and submit complete, analysis-ready quantitative and qualitative datasets within two weeks of completing each data collection round.

2.3   Assessment of Learning Spaces Feasibility and Satisfaction

Key Deliverables:

  1. Review and analyze existing program and M&E data related to Learning Spaces in Aswan, including attendance, coverage, and monitoring reports.
  2. Conduct structured monitoring visits to a sample of Learning Spaces to assess functionality, modality implementation, and utilization of learning packages using standardized checklists.
  3. Collect qualitative evidence through key informant interviews with facilitators and supervisors to identify implementation challenges, enabling factors, and usability of learning materials.
  4. Gather parent and caregiver feedback through focus group discussions or rapid surveys to assess satisfaction levels, perceived benefits, concerns, and unmet needs.
  5. Collect age-appropriate child feedback using simple participatory tools to assess engagement, safety, and overall learning experience.
  6. Analyze quantitative and qualitative data to assess feasibility, utilization, and satisfaction across Learning Space modalities.
  7. Develop a concise assessment report and KPI summary, highlighting key findings, risks, and evidence-based recommendations for program improvement.

  • One internal presentation (PPT) summarizing key results and recommendations for UNICEF Education Section.

Conditions of work:

This position is office based with the possibility to work remotely. The position entails field work. The consultant will submit invoices once every two months for payment depending on completed tasks. attached to the invoice will be one consolidated report on UNICEF will cover travel expenses.

To qualify as an advocate for every child you will have… 

-Advanced university degree in Education, Social Sciences, Development Studies, or a related field, with a strong focus on research and evidence generation.

-Minimum of 7 years of relevant experience in applied research, learning, evaluation, or assessment, preferably within education, digital learning, or youth-focused programmes.

-Demonstrated expertise in quantitative and qualitative research methods, including research design, tool development, data validation, mixed-methods analysis, and clear analytical writing.

-Fluency in Arabic and English (written and spoken), with proven ability to translate and adapt research findings and technical outputs between both languages, producing high-quality Arabic briefs, summaries, and reports suitable for government and policy audiences.

-Experience supporting data collection processes, including training and supervising enumerators or field teams, with a focus on data quality and consistency.

-Proficiency in data collection, analysis, and visualization tools such as MS Office, KoboToolbox, SurveyCTO, Power BI, SPSS, or similar platforms.

-Strong coordination and communication skills, with experience working with government counterparts (including MoETE), national implementing partners, and international research or innovation partners.

-Familiarity with digital learning and technology-enabled education initiatives, with experience generating learning and evidence from pilot or innovative programmes.
