BACKGROUND
Purpose of Activity/Assignment:
The Belarus Country Office seeks a Donor Engagement and Operational Support Consultant to strengthen its capacity in resource mobilization and operational efficiency. The consultancy will advance donor engagement and fundraising activities while ensuring effective operational support, enabling the office to deliver sustainable and impactful results for children in Belarus.
Operating in an upper-middle income country with a complex geopolitical context, the Belarus Country Office faces both challenges and opportunities in engaging the private sector. UNICEF continues to adapt by exploring innovative fundraising approaches and leveraging the ECA Cluster structure to optimize return on investment. While digital individual giving is managed at the Cluster level, the Country Office requires targeted technical assistance to maximize in-country opportunities, particularly through offline events and tailored donor engagement.
By combining donor engagement with operational support, this consultancy will ensure that fundraising activities are effectively implemented, operational processes are streamlined, and the office is better positioned to achieve its partnership and resource mobilization targets. The consultant will work with both private sector and public sector donors to cultivate relationships and design activities that strengthen engagement and generate sustainable support for children. The consultant will work under the guidance of the Partnerships Officer and Operations Manager, collaborating closely with relevant colleagues to foster synergy across key functions.
Scope of Work:
Donor Engagement and Fundraising:
- Enhance engagement with private and public sector donors to expand fundraising opportunities.
- Support the diversification of fundraising modalities, including digital campaigns, corporate partnerships, cause-related marketing, and offline fundraising events.
- Contribute to the office’s strategic efforts to mobilize financial resources from individuals and businesses, ensuring alignment with the Country Programme Document (CPD) and maximizing sustainable impact for children.
Resource management/Operational support:
- Provide operational services that complement fundraising and advocacy initiatives.
- Ensure communication supplies and visibility materials are properly managed—accessible, safely stored, fraud-protected, and accurately reflected in organizational systems (e.g., inventory, mAsset).
- Establish and maintain monitoring and control mechanisms to strengthen resource management and operational accountability.
- The Consultancy will support efforts to enhance the effectiveness and efficiencies of CO resource management. Assist in preparing financial refund requests for 1st, 2nd and 3rd quarters 2026 (compiling documents, preparing Excel sheets, analysis of financial (VAT) receivables in Vision (based on the report generated from Vision by the Finance Associate), analysis of the amount received from the local tax office).
- Inventory of financial, administrative and procurement documents’ hard copies kept in the office and archiving them or preparing for liquidation in line with UNICEF Procedure on Retention of Recorded Information (DFAM/PROCEDURE/2019/003, 1 March 2019).

Assistance in resource management through the preparation of financial (VAT) refund requests for the 1st, 2d and 3d quarters 2026 |
Prepare the VAT refund request for the 1st, 2d and 3d quarters 2026 including the following steps: - Based on the bank statements for CO’s local BYN and USD accounts, list of receivables from Vision to prepare and submit to Finance Associate two draft tables (BYN and USD) with VAT refund amounts (bank statements and list of receivables are to be provided by Finance Associate). - Compile folders with original hard copies to be submitted to the local tax inspection. Include into this compilation printed bank payment orders with supporting documents, receipts/cheques for Petty Cash, p-card and debit card (Belkart) payments, receipts provided by diplomats.
- After receipt of the VAT refund to the CO’s local bank account to prepare NFR with USD amounts for payment of the received VAT refund to diplomats and provide to the Finance Associate to be submitted to GSSC for further processing. |

Inventory of programmatic, financial, administrative and procurement documents’ hard copies and arranging physical destruction |
- Based on the Procedure on Retention of Recorded Information and the related guidance documents, update an existing catalogue of documents/folders; - identify documents that should be archived (for permanent retention) or destroyed (for limited retention or that can be destroyed without approval). - For documents determined for destruction: prepare a list of documents and, based on it, a Records Destruction Form and get it approved; prepare a draft act for destruction of documents that can be destroyed without approval. - Arrange physical destruction of the documents in line with UNICEF Procedure for Destruction of Physical Records (PROCEDURE/DFAM/2019/002 v. 7 June 2023). Provide information to the Operations Manager on the quantity of the documents/folders to be destroyed, follow-up in line with the Manager’s decision on the mode of destruction. |

Qualifications
Education:
- Masters degree in Communications, Journalism, Marketing, other related disciplines
* Two years of additional relevant work experience that was gained after obtaining a bachelor’s degree may be accepted in lieu of advanced degree
Work experience/Knowledge/Expertise/Skills required:
- A minimum of five years of relevant professional work experience in partnerships, fundraising, marketing, technical support, financial and administrative management.
- Proven expertise in fundraising, donor analytics, and individual giving strategies.
- Experience with donor management systems (CRM) and fundraising platforms.
- Good understanding of donor landscape, partnerships building and communications.
- Prior experience in designing, management, organization, monitoring and evaluation of activities related to networking and partnerships.
- Strong analytical and organization skills.
- Fluency in English.
- Advanced computers and MS Office knowledge and skills is required. Experience in work with large data volumes and spreadsheets.
- Experience of working in the UN system is an asset.

- Financial proposal should be submitted using the financial offer template and must:
- Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
- Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.

- Indicate your availability.
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
