For every child, the right to Protection

Although Burundi is one of the countries with acceptable vaccination coverage, the Expanded Programme of Immunisation (EPI) of Burundi has been facing since the COVID-19 pandemic a growing number of zero-dose children even though the trend has been decreasing since 2024. 

The supervision and evaluations conducted up to the operational level have shown that the efforts made by the Ministry of Public Health and the Fight against AIDS (MSPLS) through its Expanded Vaccination Program with the support of development partners have helped improve logistics management at all levels of the supply chain. Thus, the overall score of the GEV evaluation went from 64% in 2016 to 84% in 2021 and 86% in 2025.

However, despite the good performance, challenges are still noted in the logistics of the EPI, notably the lack of storage capacity with the introduction of new vaccines against malaria and cervical cancer scheduled from February 2025, stock shortages in certain health districts and the lack of qualified human resources. 

To address these challenges, several interventions are underway including (i) the implementation of the cold chain rehabilitation plan 2024-2027 thanks to various funding from Gavi, and other partners such as UNICEF, the World Bank, and CDC Africa; (ii) the implementation of an e-LMIS; (iii) the optimization of the supply system; (iv) the extension of remote monitoring of temperatures from cold chain equipment to the level of the country’s health centers; (v) strengthening the skills of the staff involved in vaccine management and maintenance, and finally the digitalization of the inventory of cold chain equipment.

Purpose:

Under the direct supervision of the Immunisation Specialist, the incumbent administers the immunisation cold chain and logistics supply operations in support of the immunization programme objectives. Responsible for effective planning, implementation, monitoring and evaluation of the Effective Vaccine  Management (EVM) plan in Burundi, ensure deployment and maintenance of the cold chain at central, provincial, and operational level including solar refrigerator, ensure forecasting of vaccines and injection devices for routine and Supplementary Immunization Activities (SIAs), train health staff on vaccine and cold chain management, while also ensuring close mentoring of the implementation of Expanded Programme of Immunization (EPI) interventions in the field, in support of the Country Programme.

Main duties and responsibilities:

  • Conduct quarterly assessments of the Cold Chain Rehabilitation Plan.
  • Support delivery, installation, and digitalization of cold chain equipment under the 2023–2027 plan.
  • Contribute to resource mobilization for expanding national cold chain capacity.
  • Assist in scaling up remote temperature‑monitoring devices and train health‑centre staff in their use.
  • Support the development of a digital cold chain equipment inventory and preparation of biannual reports.
  • Ensure timely preparation and submission of vaccine and equipment arrival reports.
  • Facilitate the establishment of a central dashboard to monitor supply‑chain performance indicators.
  • Support the introduction of new vaccines into the EPI programme, including HPV and Hexavalent.
  • Contribute to the reconfiguration of the national vaccine supply chain.
  • Strengthen the Ministry of Health logistics team through capacity‑building activities.
  • Support the effective functioning of the national logistics working group.

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in Cold Chain and Logistics, Health Logistics, Public Health or any other related fields.
  • Work Experience: A minimum of five years’ experience is required in managing cold chain and medical waste management at different levels of the health system in low-income countries.

At least five years of experience in the implementation of the Expanded Immunisation Programme.

Two years of experience in supporting the government's partners in vaccine Management.

  • Skills: Vaccine management, capacity building, resource mobilization, monitoring dashboard, immunization programme implementation, government partnership
  • Language Requirements: Fluency in French and a working knowledge of English is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language
  • UN system experience
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
