The Government of Nepal, with support from UNICEF and partners, is implementing various initiatives to strengthen the national immunization programme. The National Immunization Programme (NIP) is categorized as a Priority 1 programme of the Government of Nepal and has significantly contributed to the reduction of under-five mortality. Vaccine, cold chain and logistics is the core area of UNICEF support to Government to strengthen the National Immunization Programme at federal, province and local levels by ensuring there is no interruption in vaccine supply and cold chain is maintained at all levels. UNICEF is fully engaged in providing technical assistance through continuous capacity building of cold chain managers in Management Division and Family Welfare Division at federal and Provincial Health Logistics Management Centre (PHLMC) at province level, provide regular verification of data on status of cold chain supplies and jointly monitor progress with the government counterparts. UNICEF also supports Government to conduct onsite mentoring and coaching that will enable skills transfer and increased capacity of the government counterpart in managing cold chain activities and coordinate to provide technical support in several work streams that fall within the area of immunization, Cold Chain Expansion and Optimization Platform (CCEOP) and Effective Vaccine Management Systems Strengthening (EVM).
To support efficient vaccine management, monitoring, and reporting, UNICEF seeks to hire a Logistical Support Consultant for Central Vaccine Store to support the Management Division in strengthening the vaccine supply mechanisms.
How can you make a difference?
By providing logistical and operational support at the central vaccine store to ensure effective storage, inventory control, accurate documentation, and immediate monitoring of cold chain integrity in coordination with the government's vaccine management supervisors.
Scope of Work:
The consultant will work closely with the Management Division, Family Welfare Division, and UNICEF Health Section to provide logistical and operational support at the central vaccine store, facilitate vaccine distribution to provinces, ensure proper documentation and reporting, and support data-driven decision-making related to vaccine stock management.
TASK
Support government in vaccine store operations and documentation.
- Day-to-day application and execution of established monitoring protocols and reporting templates for critical supply chain metrics, including vaccine arrivals, distribution logistics, coverage data, and wastage rates, with monthly reporting.
Support in data entry and quality control in PAMS.
- Updated and validated data in national systems.
- Support on periodic physical verification and reconciliation of vaccine stocks along with government officials, conduct monthly physical verification of vaccine stocks and reconciliation.
Support vaccine officials in monitoring of cold chain and report incidents.
- Cold chain monitoring reports and incident summaries.
Support in management of Govt procured vaccine and other logistics.
- Monthly summary and presentation to stakeholders.
Support in capacity building of Govt officials on vaccine and cold chain management.
- Provide on-the-job coaching and mentoring to vaccine store staff on proper stock management, storage protocols, and documentation procedures. Share observations and learning needs with the and supervisor to inform formal training programs.
Submit final report summarizing achievements and lessons learned.

First Deliverable:
- Monthly reports on vaccine arrivals, eVARS, distribution logistics, coverage data, and wastage rates.
Report on stocks and temperature monitoring of CVS.

Duration:
The consultancy is for a period of 12 months with initial six months contract, tentatively starting from 1 April 2026

Education:
Master’s degree in public health, Pharmacy, Supply Chain/Vaccine Management with specialized training in Immunization and Vaccine management.
Knowledge/Expertise/Skills required:
Work experience: Minimum 3 years of progressively responsible professional work experience in immunization supply chain and vaccine management, immunization programme; Demonstrated knowledge of immunization programme management and cold chain systems. Working experience of UN agencies is desirable.
Special skills: Good written and spoken Nepali and English languages, interpersonal skills and teamwork, self-motivated and able to work with partners. Must have knowledge of health system in Nepal. Knowledge on DHIS/HMIS and PAMS system is must. Good in data management (analysis and interpretation).
