Purpose of Activity/Assignment:

In East Asia and the Pacific, children and adolescents are among the most active and influential users of technology, enthusiastically engaging with new technology as it evolves, including social media, live streaming apps, and virtual reality games. Information and Communication Technologies (ICTs) provide significant opportunities for children and adolescents to access information, learn, communicate, and for civic engagement opportunities, as well as entertainment. ICTs also pose unique threats to the safety and wellbeing of children and adolescents, such as online and offline sexual abuse and exploitation, threats of violence, bullying, and infringements of privacy. Over the last eight years, UNICEF has supported key initiatives Southeast Asia and the Pacific, including: the adoption of a Declaration and Regional Plan of Action on the Protection of Children from All Forms of Online Exploitation and Abuse in ASEAN (RPA COEA); implementation review of the RPA and support for a five year extension until 2030; convening of ASEAN ICT Forums on Child Online Protection from 2022-2025; and supporting the ASEAN Industry Working Group on Child Online Protection; publication of key research on what works for education initiatives for online safety, on the prevalence of online harms, and on the perspectives of children and young people on the risks and opportunities in the online sphere, with a focus on marginalized groups; the development of a framework for the evaluation of online safety education initiatives with the regional think tank; background research on harmful sexual behaviors by under-18s, and technical support for national level progress, including for the development of national plans of action.

UNICEF Child Protection & Migration Practice is hiring a consultant to continue the implementation of these initiatives and further expand engagement on child online protection in the region, with a focus on: launching and rolling out the extended ASEAN RPA COEA; launching the implementation review of the RPA COEA; facilitating the convening of the ASEAN-ICT Forum on child online protection 2026; and expanding regional and national engagement with industry; developing an industry framework for ASEAN on child online protection; supporting integration of child rights, online safety and wellbeing in digital governance expanding research and evidence generation and knowledge management, including the roll out of the online evaluation tool for online safety initiatives; applying new guidance and tools and testing principle-based approaches to digital policy design and implementation locally; and providing technical advice for country level engagement, with a focus on selected countries.

This consultancy will be undertaken with guidance of the Child Rights and Business – Child Online Protection Specialist in collaboration with the Child Rights and Business Section and Tech for Development Section. Throughout the consultancy, the consultant will proactively ensure synergies between their work and the work of the regional leads on violence against children, justice and social service workforce strengthening.

Minimum requirements: (Years of Experience/ Knowledge/Expertise/Skills)

  • Education:

Master’s degree in law, social sciences, anthropology, evaluation or related field.

  • Work Experience:

At least, 8 years of professional experience in a relevant field(s), including child protection, child rights, digital rights, digital governance, online protection or trust and safety.

  • Skills:
  • Demonstrated expert and up-to-date knowledge of child online protection frameworks, trends, and best practices.
  • Proven experience engaging with private sector stakeholders, including technology companies, industry partners, or corporate networks.
  • Strong organizational and time-management skills, with the ability to manage multiple priorities and deadlines.
  • Excellent interpersonal skills, with a demonstrated ability to collaborate effectively with diverse stakeholders.
  • Proven high-quality writing skills, including fluency in English, and excellent verbal communication skills.
  • Ability and willingness to provide country-level support and participate in virtual meetings during East Asia time-zone working hours.

Desirables:

  • Experience organizing forums, workshops, consultations, or multi-stakeholder events.
  • Demonstrated experience providing technical support and advisory services to government counterparts.
  •  Regional experience in child online protection initiatives in Southeast Asia.
  • Knowledge of digital governance frameworks and child rights principles.
  •  Demonstrated capacity-building and training facilitation skills.
  •  Experience or familiarity with governance standards, legal frameworks, and legal reform processes.
